About this opportunity

Brazosport College is requesting proposals for campus bookstore operations and digital course materials services under RFP 2026.05, with proposals due July 29, 2026 at 2:00 p.m. Central Time. The college seeks an exclusive partner to operate on-campus bookstore functions and administer the myBC Books digital-first course materials program.

The scope encompasses on-campus bookstore management including textbook sales, institutional merchandise, school supplies, technology accessories, and graduation items, combined with administration of digital course materials delivery ensuring student access on or before the first day of class. The contractor must integrate securely with Anthology Student (Student Information System), D2L Brightspace (Learning Management System), and support Single Sign-On authentication. TX-RAMP Level 2 or FedRAMP certification, FERPA compliance, and Texas Department of Information Resources security standards are required.

Brazosport College serves 4,208 credit-enrolled students (Fall 2025) with an unduplicated headcount of 5,540. Historical financial data shows BibliU processed approximately $1.16 million in digital course materials transactions from Spring 2025 through Fall 2025; prior bookstore operations under Texas Book Company generated approximately $751,090 over three years, with additional institutional charges totaling approximately $508,989 across fiscal years 2021–2025. The college provides this data for proposal development purposes only with no guarantee of future transaction volume.

The initial contract term is five years from award, with a college option to extend for an additional five years under the same terms for a total potential ten-year term, contingent on satisfactory performance and mutual agreement. The bookstore currently operates from the former Java Hut area and may relocate due to campus renovation projects under the Facilities Master Plan. Questions are due July 15, 2026, with formal responses by July 16. Interviews and presentations may occur during July and August, with Board of Regents approval anticipated in September or October 2026. Respondents must submit a completed Pricing Proposal Form identifying all fees, revenue sharing structures, management fees, and pricing methodologies. The college reserves the right to award by complete package or individual items to single or multiple vendors based on best-value criteria under Texas Education Code Section 44.031.
