The Board of County Commissioners of Calvert County, Maryland, on behalf of the Calvert-St. Mary's Metropolitan Planning Organization (C-SMMPO), is requesting proposals for a multi-modal connectivity study in St. Mary's County under RFP 2026-022, with technical and price proposals due November 13, 2025 at 2:30 p.m. and final questions due October 30, 2025.

The scope is a six-month study in three phases analyzing existing conditions of multi-modal connectivity to nine STS public transportation routes, Job Access and Reverse Commute (JARC) programs I, II, and III, ADA routes for persons with disabilities, and State Specialized Transportation Assistance Program (SSTAP) routes for seniors and persons with disabilities. Deliverables include examination of existing bus routes and infrastructure, identification of underserved areas and populations, evaluation of multi-modal connectivity and accessibility improvements, updated route maps, and draft recommendations and final report. The consultant must demonstrate a minimum of five years' experience in master planning with public involvement and multi-modal transportation connectivity and provide at least three references from similar planning study projects.

The contract is structured as a lump-sum bid with three equal partial payments—one-third upon completion of Phase 1 (weeks 8), one-third upon Phase 2 completion (week 17), and one-third upon Phase 3 completion (week 26). All pricing is inclusive of labor, overhead, materials, contracted services, travel, mileage, and vehicle fuel. The consultant must carry Commercial General Liability Insurance of at least $1 million per occurrence with $2 million aggregate, Professional Liability Insurance of $1 million, Automobile Liability Insurance of $1 million, and Workers Compensation Insurance. DBE participation is strongly encouraged but no set-aside applies. Sealed technical and price proposals must be submitted separately to the Calvert County Government Procurement Office; invoices are submitted to the Grants Coordinator at 175 Main Street, Prince Frederick, Maryland 20678, with payment due within thirty days of approval.

Opportunity text

The purpose of this study is to analyze existing conditions of multi-modal connectivity to public transportation buses and recommend adjustments of bus stops and routes to maximize outreach. Transit operations include STS public transportation routes, Job Access, and Reverse Commute (JARC) I, II and III, American with Disabilities Act (ADA) routes (persons with disabilities), and State Specialized Transportation Assistance Program (SSTAP) routes (seniors & persons with disabilities) which are critical services to many of our residents throughout St. Mary's County. The SSTAP program divides the County into four regions. Each region can ride one day a week on their specific day between the hours of 10am and 1pm, either Monday, Tuesday, Wednesday, or Friday. All four regions are eligible for Thursday service.
