About this opportunity
The City of Tucker, Georgia is issuing Request for Proposal 2026-008 to procure right of way and public open space maintenance services for a one-year term beginning July 1, 2026, with three optional one-year extensions. The scope of work requires contractors to provide a minimum of two dedicated 3-man crews (six personnel total) working 2,080 hours annually per person to perform mowing at heights no greater than 2 inches during the growing season (April 1-October 31) on a bi-weekly basis, vegetation management including pinestraw and mulch application, hand watering of newly planted native vegetation, tree removal, 24-hour emergency carcass removal with 2-hour mobilization capability, graffiti removal, street sweeping, and debris removal throughout the City. Qualified contractors must maintain a current Utility Contractor License with the State of Georgia, possess a minimum 9-inch mobile trailer-mounted chipper, and provide real-time AVL tracking with historical data updated at intervals no more than one minute accessible to the Director of Public Works. Contractors must carry Commercial General Liability insurance of $3,000,000, statutory Workers Compensation and Employers Liability of $1,000,000, and Commercial Automobile Liability of $1,000,000. Proposals will be evaluated based on Proposed Management Plan and Approach (35 points), Qualifications and Similar Project Experience (35 points), and Cost Proposal (30 points). Key deadlines include a questions deadline of March 17, 2026, at 1:00 p.m. EST with responses posted by March 20, 2026, proposal submission by April 2, 2026, at 1:00 p.m. EST with public opening at Tucker City Hall, evaluation between April 3-10, 2026, and tentative award at the City Council meeting on May 11, 2026.
The RFP does not specify any set-aside designations or restrictions limiting responses to particular types of organizations. The previous contract was valued at approximately $440,000 annually for a four-person team, suggesting a budget range for this expanded six-person operation. Pricing will be submitted via a Cost Proposal Form with lump sum monthly rates for basic right of way maintenance services and after-hours emergency response charged hourly, with annual rate adjustments for renewals limited to 3 percent or the Employment Cost Index increase for private industry workers, whichever is less. Materials are budgeted at approximately $75,000 annually and will be purchased either directly by the City or reimbursed as pass-through costs with no contractor markup, with pricing determined jointly between the City and winning bidder based on tax-exempt status and volume discounts. Contractors bear all costs for equipment, vehicles, fuel, communication devices, and personnel. The City reserves the right to reject any or all proposals, negotiate with the top-scoring bidder, and cancel the RFP at any time, with electronic submission required and no pre-bid conference scheduled.
