About this opportunity
Dunn County, Wisconsin is seeking proposals for RFP #2021-01 to develop an A-87 Cost Allocation Plan (CAP) for distribution to grantee departments. The procurement is designed to help the county determine and document departmental/program costs, establish charge-back initiatives, calculate total costs for departments using public fees, and identify values associated with federally funded program reimbursements. Proposers must prepare the CAP following OMB Circular A-87 policies, ensuring direct costs are not included as indirect costs and using actual financial statements and statistical data. The RFP requires consultants to submit one unbound original, three bound copies, a digital copy, and a separately sealed cost proposal. Key evaluation criteria include Background, Experience and Qualifications (30%), Service Plan/Technical Approach (35%), Financial Information (5%), and Costs (30%). Proposal submissions were due by 12:00 p.m. local time on February 5, 2021, with questions from proposers originally due by 4:00 p.m. on January 18, 2021. The selected consultant will begin work effective January 1, 2021, with an initial five-year contract term, including field work scheduled for July and August annually, rough drafts due September 15, and final reports due October 15 of each contract year from 2021 through 2025.
The RFP does not specify specific set-aside designations or restrictions on respondent types. The most recent cost allocation plan was completed for fiscal year 2019 by Diversified Services Network, Inc. The county has budgeted $5,100 for the 2021 project, with the selected vendor required to maintain professional liability insurance of at least $1 million and Worker's Compensation insurance with $100,000 per accident limits. The CAP will support multiple federal funding sources, including Title IV-D Child Support operations, Human Services programs, and Nursing Home operations. Pricing must remain fixed for 120 days from the proposal deadline and throughout the initial contract year, with annual renewal pricing subject to negotiation. The proposal allows for optional one-year renewals for up to two additional years upon mutual agreement, with the option to include pricing for a two-year extension covering 2026 and 2027. The county reserves the right to award the contract based on the best overall fit rather than the lowest cost, emphasizing the importance of comprehensive and quality service delivery.
