About this file
This is Addendum 1 Q&A documentation for Dunn County, Wisconsin's RFP #2021-01 regarding the development of an A-87 Cost Allocation Plan (CAP). The RFP seeks qualified consultant agencies to develop a comprehensive CAP that will be used to distribute central services to grantee departments, determine departmental and program costs, establish charge-back initiatives, calculate total costs for departments utilizing public fees, and determine values associated with federally funded programs for reimbursement purposes. The CAP must comply with OMB Circular A-87 policies and procedures, utilizing actual financial statements and statistical data with direct costs properly excluded from indirect costs. Respondents are required to provide a minimum of three references; while the County provided a vendor reference form, alternative formats are acceptable if similar information is provided. According to Section 1.4 of the RFP calendar, responses to questions were to be posted on January 20 to both VendorNet and the County's website. Proposals must be submitted via hard copy or electronically on CD or USB device; email submissions are not accepted due to delivery service reliability concerns during the pandemic.
The County has budgeted $5,100 for this 2021 project. The most recent cost allocation plan was completed for fiscal year 2019 by Diversified Services Network, Inc. The CAP addresses specific federal funding sources as detailed in Addendum 1a and will be used to allocate costs across multiple funding streams for reimbursement purposes. Cost proposals may be submitted separately from the main proposal or included on the electronic submission media, with Section 2.6 detailing specific format and quantity requirements for all submission materials.
