About this opportunity

The Virginia Department of Transportation is requesting proposals for architectural and engineering design and project management services for a new Staunton Traffic Operations Center Building in Verona, Virginia under RFP 161001, with sealed proposals due August 31, 2026 at 4:00 p.m. local time. The Commonwealth of Virginia has established a 42 percent small business participation goal on a race and gender-neutral basis under Executive Order 35 (2019), with preference given to businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD).

The scope includes schematic design, preliminary design, and complete construction documents with professional seals for a 6,000-square-foot single-story facility; cost estimates; permit applications; erosion and sediment control plans; stormwater management plans; utility coordination; presentations to state agencies; and full construction phase administration and inspection services. The facility will support VDOT district operational requirements, communication systems, and mission-critical traffic management functions. Tier III data center requirements apply exclusively to the Operations Center, Situation Room, and Server Room (approximately 2,600 of 6,000 gross square feet), including redundant roof-top HVAC units, redundant generators, and redundant UPS systems; remaining areas will be standard commercial office space. The project involves demolition of an existing two-story house and shed; environmental and hazardous material concerns have been documented in Phase I and Phase II site assessments and addendum attachments, including an oil storage tank requiring removal and asbestos and lead-based paint abatement prior to demolition.

Construction documents must be completed and ready for bidding no later than ten months after contract award. Design phase is anticipated to take approximately one year, with construction beginning roughly one year after contract award. Fees will be negotiated on a lump sum basis. Selection criteria are weighted as follows: expertise and qualifications of primary designer (15%), geographic location of A/E office (5%), current and projected workload (10%), expertise in similar projects (20%), project manager qualifications (15%), recent experience within established design-not-to-exceed budgets (5%), compliance with state construction and capital outlay procedures (10%), use of DSBSD-certified small businesses (10%), firm size relative to project size (5%), and financial responsibility evidenced by professional liability insurance (5%). Questions are due August 5, 2026. All vendors must register in eVA. Contact: Joshua Saunders, joshua.saunders@vdot.virginia.gov.
