About this file

This is an Addendum No. 1 to RFP 161001 issued by the Virginia Department of Transportation (VDOT) on August 19, 2026, regarding design and project management services for the Staunton Traffic Operations Center Building in Verona, Virginia. The addendum revises the original RFP issued July 21, 2026, and extends the sealed proposal submission deadline from August 20, 2026 to 4 p.m. on August 31, 2026. The project involves demolition of an existing two-story house and shed on the site, followed by design and construction of a new traffic operations center with Tier III data center requirements, including redundant roof-top HVAC units, redundant generators, and redundant UPS systems. The Operations Center, Situation Room, and Server Room will occupy approximately 2,600 of the total 6,000 gross square feet. The selected A&E firm will develop complete site and building plans, coordinate with the Department of Environmental Quality (DEB) for permitting and regulatory approvals, and provide construction administration and inspection services through project completion. Documents must be complete and ready for bidding no later than ten months after contract award.

The addendum addresses environmental and hazardous material concerns identified at the site. A Phase I Environmental Impact Report identified a partially buried heating oil storage tank with limited contamination and two small wetland areas that will remain undisturbed. A Phase II Environmental Site Assessment confirmed no petroleum contamination in soil or groundwater, with recommendations for tank removal and disposal. Asbestos-containing materials and lead-based paint were identified in the existing structure, including approximately 200 square feet of vinyl floor tile and mastic in the kitchen and 500 square feet of textured ceiling material, which require abatement prior to demolition. Lead-based paint was detected on 17 of 57 analyzed painted surfaces. Bidders are required to acknowledge this addendum prior to the bid due date and time, or submit it signed as an attachment with the electronic bid submission; failure to acknowledge may result in the bid being declared non-responsive.

ADDENDUM NO. 1 TO ALL BIDDERS:

Reference – RFP: 161001 Commodity: Staunton Traffic Operations Center Dated: July 21, 2026 For Delivery To: Central Office Proposals Due: August 20, 2026 Pre-Proposal Conference: N/A

The above is hereby changed to read:

1. Reference Page 1, Proposal Due Date: Change to read “Sealed Proposals Will Be Received Until 4 p.m., August 31, 2026.”

2. Reference Section III page 3:

Changed to add the following:

“When the property was purchased, a Phase I Environmental Impact Report was prepared by MSA, and it was determined that there would be no significant or irreversible direct or indirect environmental impacts associated with the purchase or future development of this site. However, there were two areas of concerns which included a heating oil tank that was partially buried under the porch at the house with limited contamination identified below the tank and two small wetland areas present within the limits of the site. These wetlands are intended to remain undisturbed and therefore no mitigation is anticipated. A Phase II Environmental Site Assessment was performed to address the one Recognized Environmental Condition related to the partially buried heating oil storage tank. The objective of the Phase II ESA was to identify if contamination from petroleum products was present in the subsurface and to assess potential risks to subject property. Testing on the soil and the groundwater determined that there were no potential impacts from petroleum products.

Recommendations for removal of the oil tank were provided to include emptying the tank of any remaining product and removal and disposal of the tank and any impacted soil confined to the shallow soil surrounding the tank’s modified fill port.”

3. Reference Section III page 3:

Change to add the following:

“Asbestos Containing Material Inspection and Lead-Based Paint Screening has already been performed and report prepared by One Environmental Group. Approximately 200 square feet of 12”x12” vinyl floor tile and mastic was found at the kitchen and approximately 500 square feet of textured ceiling in the kitchen and sunroom. These will need to be abated prior to demolition of the entire structure. A Lead- Based paint screening was performed and most of the exterior paint was lead based. Of the 57 painted surfaces analyzed, screening results identified that 17 tested positive for LBP.”

4. Reference Section II page 3 :

“Tier III requirements include Redundant Roof-Top HVAC Units, Redundant Generators, Redundant UPS. The square footage of the Operations Center, Situation Room, and Server Room will be approximately 2,600 of the total 6,000 gross SF.”

5. Reference Section IV. Page 4:

“Documents must be complete and ready for bidding not later than 10 (Ten) months after Contract Award.

Question and Responses

1. Are there any environmental concerns for the site and/or does an environmental engineer need to be part of the design team?

Response: See Item #2 above.

2. Does the structure to be demolished require any hazardous material abatement? Does lead, asbestos, etc. testing need to be part of the design scope?

Response: See Item #3 above.

3. Can you provide any additional information on the Tier III data center requirements?

How much of the 6,000 SF will the Operations Center, Situation Room, and Server Room occupy.

Response: See Item #4 above.

4. Is there any flexibility in the schedule, six months and three phases of DEB reviews.

Response: See Item #5 above.

5. Has a construction budget been established.

Response: Yes, Section IV Scope of Services, A.

6. If the site disturbance exceeds one acre will the locality review the E&S & SWM plans in addition to DEB?

Response: Yes, Section IV Scope of Services, F.

Note:

Acknowledgement of this addendum or any subsequent addenda must be prior to the bid due date and time or signed and uploaded as an attachment with the electronic bid submission. Failure to acknowledge or submit the addendum may be grounds for declaring the bid non-responsive.
