About this opportunity

Montgomery County is seeking a contractor to provide a self-release vehicle immobilization services system through Request for Proposal #1174492, which will be issued via BidNet's Maryland Purchasing Group. The solicitation requires a comprehensive vehicle immobilization solution with specific technical requirements, including a device that can be installed in under one minute, weighs less than 20 pounds, and is compatible with vehicles from sub-compact to regular pick-up trucks. The contractor must provide a 24/7 help center for motorists, a web-based software system for tracking transactions, and complete integration with the county's ticket processing and court systems. Key deliverables include the immobilization device itself, electronic payment processing capabilities, daily data synchronization, and full training for county officers. The proposal is due on January 23, 2025, and vendors must register for free on the BidNet Direct platform, with support available at 800-835-4603 for registration assistance.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. The contract requires vendors to have robust technological infrastructure, including a sophisticated software system capable of real-time data exchange and payment processing. While no specific budget range is mentioned, the contract involves handling parking violation fees and fines in accordance with Montgomery County Resolution No. 20-506. The successful contractor will act as an agent for Montgomery County, responsible for managing the vehicle immobilization system, maintaining and replacing devices, and providing comprehensive technological and customer support solutions. The procurement appears to be open to technology and service providers with expertise in parking enforcement, vehicle immobilization systems, and integrated payment platforms.
