About this opportunity
The Commonwealth of Kentucky, through the Division of Engineering and Contract Administration, Department for Facilities Management and Support Services, in coordination with the Kentucky Justice & Public Safety Cabinet, Department of Corrections, is seeking a Construction Manager/General Contractor (CM/GC) for facade and structure repair services along with HVAC replacement at the Eastern Kentucky Correctional Complex (EKCC) in West Liberty, Kentucky. This Request for Proposal (RFP-102-26) encompasses two funded scopes totaling $132,370,000: EKCC Facade/Structural Repair ($69,600,000) and EKCC HVAC Replacement ($62,770,000), with comprehensive work on a 260,000-square-foot facility including an Administration Building, four Housing Units, one Minimum Security Building, Warehouse, Security Tower, and supporting structures. The CM/GC services include pre-construction phase responsibilities such as design review, constructability analysis, cost estimating, and bid package development, as well as full construction phase management including trade contractor coordination, scheduling, BIM coordination, quality assurance, and project controls through final completion anticipated in Q2 2029. The project scope encompasses replacement of failing EIFS cladding with new prefinished aluminum panels, replacement of all exterior windows and doors with security-rated frames, complete HVAC system replacement including air handlers, ductwork, boiler plants, and chillers, structural repairs including steel recoating and floor grating replacement, plumbing and electrical work, fire suppression system replacement, and site work including new exterior sallyport construction and landscape restoration. The RFP operates in a two-part evaluation process: Part 1 requires submission of technical qualifications and fee proposals by November 21, 2025 at 1:30 PM with three firms short-listed by December 2, 2025; Part 2 consists of oral presentations scheduled for December 12, 2025 with contract award anticipated by December 22, 2025. A mandatory pre-proposal site visit is scheduled for November 5, 2025, with background checks required to be submitted by October 29, 2025. Part 1 evaluation allocates up to 200 points for technical qualifications based on firm qualifications, project team qualifications, related experience, workload capacity, and RFP responsiveness, with an additional 200 points awarded for fee proposals using a methodology that awards 200 points to the lowest total services fee; Part 2 evaluation uses an identical 200-point scoring structure applied to oral presentations. Proposals must be submitted electronically through the Commonwealth's Vendor Self Service (VSS) system only, with no postal or hand delivery accepted, and prospective bidders should direct inquiries to Amanda Greer at 502-330-8159 or Amanda.Greer@ky.gov.
There are no identified set-aside designations or restrictions limiting response to specific business entities or disadvantaged enterprise classifications in this procurement. However, the contract contains substantial operational and security-related requirements specific to correctional facility work, including mandatory background checks for all personnel, compliance with Certified Volunteer Officer Training (80 hours over 10 working days), daily temporary ID issuance, on-site PREA training, and strict adherence to facility security protocols prohibiting weapons, illegal drugs, alcohol, tobacco, personal electronics, and unauthorized inmate contact. All bidders must comply with Kentucky Revised Statutes Chapter 45A for alternative delivery methods and ensure all trade contractors comply with Federal Executive Order 11246 for equal employment opportunity. Bidders must submit notarized affidavits affirming compliance with Kentucky campaign finance laws and providing disclosure of any violations issued within the preceding five calendar years across categories including Kentucky tax laws, wage and hour regulations, occupational safety and health standards, and unemployment and workers' compensation laws. Work is restricted to weekdays only, excluding Federal and State holidays, and must be performed while the facility remains fully operational, requiring strict coordination with the Warden to minimize disruption. Only Part 2 finalists must submit a 5% bid guarantee, with successful awardees required to provide 100% performance and payment bonds based on trade contractor bid amounts. The CM/GC fee structure comprises separate lump sum proposals for pre-construction services and construction services, with all bonding and insurance costs included in the fee proposals; the Owner retains comprehensive audit rights over the CM/GC's records and those of all subcontractors and vendors for three years following final payment.
