About this opportunity
The Village of Mexico, administering entity for Lake Ontario RE HoldCo, LLC, is requesting proposals for exterior window purchase and installation at Beck's Historic Hotel (3302 Main Street, Mexico, New York) under RFP #10, with proposals due August 18, 2026 at noon and a mandatory walk-through on July 28, 2026 from 10:00 a.m. to 12:00 p.m. This procurement carries a Service-Disabled Veteran-Owned Business (SDVOB) participation goal of 66 percent and a Minority/Women Business Enterprise (MWBE) participation goal of 30 percent; proposers must meet these goals and submit proof of certification and utilization plans as part of evaluation.
The scope involves furnishing labor, materials, equipment, and supervision for complete exterior window replacement on a historic 1851 hotel being renovated into a mixed-use facility with restaurant and six apartment/short-stay suites. Work includes removal and disposal of existing windows, supply and installation of new windows replicating original design and dimensions, interior trim repair, exterior trim and brickmold installation, flashing and weatherproofing, and lead paint-safe work practices per EPA and OSHA requirements. The technical scope spans thirteen first-floor original wood single-pane single-hung windows, fifteen second-floor vinyl windows, and four first-floor multiple-opening assemblies, all with specified molding profiles and decorative elements. Existing stone sills and decorative molding on head and side jambs are maintained.
The project is funded through the Restore NY Communities Initiative administered by Empire State Development. All work must comply with NYS Building Code, NYS Energy Code, and NPS/ESD approval requirements. Contractors must maintain minimum insurance including Commercial General Liability of $2 million aggregate, Business Automobile Liability of $1 million combined single limit, and Professional Liability of $1 million. Written questions are due August 5, 2026 at noon. Evaluation criteria include relevant experience, project understanding, staffing, cost, MWBE/SDVOB participation, schedule, and references. Sealed proposals must be submitted electronically to Project Manager Jamie Hawksby at BecksHotel3302@gmail.com.
