About this opportunity

The City of Hopewell has issued Request for Proposals (RFP) #05-25 for the purchase and redevelopment of 11.91 acres of city-owned property located at 600 Victoria Street, seeking qualified real estate developers to transform the site into a high-quality residential community with recreation amenities and waterfront access. The RFP invites developers to submit comprehensive proposals demonstrating their capacity to create a pedestrian-oriented townhome community that aligns with the city's vision, including architectural guidelines, infrastructure improvements, and the establishment of a homeowners association. Proposals are due by 11:00 AM on June 27, 2024, with potential interviews scheduled for the week of July 24, 2024. The city aims to select a development team by August 15, 2024, and complete contract negotiations by November 1, 2024. Evaluation criteria will focus on development team qualifications, project plan, timeline, economic impact, financial viability, and overall alignment with the city's objectives for creating a vibrant residential community with public waterfront access. Respondents must demonstrate substantial development experience, provide a detailed project timeline, and show financial capacity to implement the proposed development.

The RFP does not specify any specific set-aside designations or restrictions on respondent types, nor does it indicate any incumbent vendors or existing contractors for the site. While located near the Appomattox River and historic downtown, the property does not appear to have explicit requirements for minority-owned or disadvantaged business enterprise participation. The RFP documents include multiple supporting materials such as property surveys, wetlands delineation maps, and conceptual development plans to assist potential developers in understanding the site's characteristics and potential. No specific award value or precise budget range is explicitly stated in the documents, though the RFP suggests the successful respondent will be responsible for purchasing the property and funding the complete redevelopment. The city's primary goal is to transfer the property to a developer who can create a high-quality residential community that enhances the area's urban landscape and provides recreational amenities with direct waterfront access.

Opportunity text

The City of Hopewell (“City”) invites qualified real estate developers (Respondents’) to submit qualifications and full proposals for consideration to purchase and redevelop 11.91 acres of City-owned property located at 600 Victoria Street (“Property”, see Exhibit A). Because of its proximal location to the Appomattox River and the historic downtown, the City considers this site an important and unique opportunity to create a high-quality residential community with recreation amenities and waterfront access. Although this RFP is for the transfer and development of real estate and, therefore, not subject to the Virginia Public Procurement Act, the RFP process is similar to that used for procurement of goods and services.
