About this opportunity

Nassau Health Care Corporation is requesting proposals for a Point-of-Care Ultrasound (POCUS) Workflow Management Platform exclusively for Nassau University Medical Center's Emergency Department under RFP 015-2026, with proposals due October 21, 2026 at 4:00 p.m. and questions due October 9, 2026. New York State MWBE contracting goals (total 30%, including a 6% SDVOB participation goal) apply.

The platform must manage the ED's complete POCUS lifecycle: patient matching, modality connectivity for ultrasound device fleets, image archiving, structured clinical reporting, quality assurance and program governance, ED provider credentialing, resident education, and bidirectional integration with the organization's Electronic Health Record (EHR), PACS, and billing systems. Nine core service specifications govern delivery, including ED device connectivity and modality management; Emergency Medicine structured reporting and EHR integration; revenue cycle and charge capture; architecture, security, and hosting; and implementation, data migration, training, and support. Formal Service Level Agreements must guarantee 99.99% system uptime with defined incident response times and service credit penalties for non-compliance. Proposers must document organizational information, regulatory and legal disclosures covering the past ten years, scope and work plans, detailed fee and cost proposals, conflict of interest disclosures, three professional references, and executed MWBE Utilization Plans.

The anticipated contract period is three years with three additional one-year extension options. The evaluation rubric assigns 30% weight to Emergency Medicine clinical functionality, 20% to technical architecture and interoperability, 15% to revenue cycle and operational analytics, 15% to implementation and SLA support, and 20% to total cost of ownership over a three- to five-year lifecycle. Selected contractors must comply with HIPAA and maintain insurance coverage including $1,000,000 general liability per occurrence and $3,000,000 aggregate, and must execute a Business Associate Agreement. Final contract approval requires clearance from NHCC leadership, the NHCC Board of Directors, and the Nassau County Interim Finance Authority (NIFA).
