About this opportunity

Marion County Public Works Environmental Services is seeking offers for the sale of surplus compost through a Request for Offers (RFO) process. The procurement involves the sale of 50,000 cubic yards of mature, high-nutrient compost located at the Brown's Island Compost Facility in Salem, Oregon. Interested parties can bid on the entire volume or purchase a minimum lot size of 250 cubic yards, with awards going to the highest bidder(s). The compost has been screened to a 1/2 inch particle size and is characterized as low in contaminants. The RFO requires potential offerors to be prepared for on-site loading by Marion County using a front-end loader, with volume measured by truck counts since no scales are available at the facility. The due date for offers is July 29, 2021, at 1:00 PM, and successful bidders must complete a purchase agreement and transport the compost within an agreed-upon timeframe. Additionally, offerors must provide automobile liability insurance coverage prior to transportation.

There are no specific set-aside designations or restrictions mentioned for this procurement that would limit participation to particular types of organizations or disadvantaged enterprises. The RFO appears to be open to any qualified bidder capable of meeting the transportation and insurance requirements. While no incumbent vendors are identified, the successful offeror(s) will be responsible for all logistics related to compost removal, including providing their own transportation and insurance. The procurement does not specify a predetermined budget range, but the award will be determined by the highest per-lot price submitted. Potential bidders should be prepared to provide proof of insurance and have the capability to transport large volumes of compost efficiently from the Brown's Island Compost Facility. The total potential value of the procurement could reach up to 50,000 cubic yards of compost, depending on the number and volume of successful bids.
