About this opportunity
Harris County is issuing a Request for Offers on behalf of Harris Health System for commercial fryer oil filtering and fryer cleaning services at five designated Harris Health facilities in Houston, Texas, with proposals due October 23, 2026 at 2:00 p.m. (Houston time). Harris Health has established a 10% Minority/Women-Owned Business Entity (MWBE) utilization goal and requires vendors to submit an MWBE Utilization Plan with their proposals.
The scope spans five locations — Furnace, Quentin Mease, Lyndon B. Johnson Hospital, and Ben Taub Hospital — with service frequencies ranging from weekly to three times per week depending on location. Furnace requires cleaning of two Fournace 1ER508 units and one Fournace TR45A unit weekly on Fridays; Quentin Mease requires one Vulcan 2GR45MF-1 unit cleaned weekly on Saturdays; LBJ requires two 1ER50A2 Vulcan units cleaned twice per week; and Ben Taub requires three 1ER50A2 Vulcan units cleaned three times per week. The vendor must provide all labor, supervision, equipment, tools, transportation, cleaning supplies, materials, and technical expertise; conduct facility walkthroughs prior to first service; complete all work by 9:00 p.m.; and ensure a Harris Health leadership representative or designated facility contact is available during service performance.
The anticipated contract term is twelve months with up to four one-year renewal options at Harris Health's discretion. Pricing must be submitted on an all-inclusive, location-by-location and frequency-specific basis with no additional fees unless expressly approved in writing. Evaluation will be weighted as follows: Proposed Service Solution (40%), Qualifications and Relevant Experience (35%), and Pricing (25%). Vendors must maintain appropriate insurance naming Harris Health as certificate holder, provide current customer references, demonstrate technician training and certifications, and document fryer cleaning processes, safety procedures, oil disposal methods, quality assurance measures, and staffing capabilities. Questions are due October 12, 2026 at 12:00 p.m. (Houston time), with Harris Health responses due October 19, 2026. Submission is required through the Euna platform. Harris Health reserves the right to award to a single vendor or multiple vendors.
