About this opportunity
The California Department of Transportation (Caltrans) is soliciting Statements of Qualifications (SOQs) for On-Call Quality Assurance and/or Verification (QA/V) Services across Districts 1, 2, 3, and 10. The procurement seeks architecture and engineering firms to provide comprehensive quality assurance services, including verification inspection, sampling, material testing, and quality management activities at fabrication facilities and construction sites. Required key personnel include NDT Level III and Level II inspectors, Consultant Laboratory Support Engineers and Technicians, and Consultant Technical Experts with minimum five years of experience in disciplines such as Metallurgical, Welding, Corrosion, Structural Concrete, and Electrical Engineering. Interviews will be conducted via WebEx on December 17, 2024, with negotiations scheduled for the week of January 28, 2025, and a target date of February 7, 2025, for completing cost negotiations. Consultants must also disclose the use of Generative Artificial Intelligence (GenAI) technology and complete a GenAI Reporting and Factsheet. The Consultant Contract Manager must have a minimum of five years of experience leading A&E firm teams and ten years of demonstrated A&E service delivery experience.
The procurement includes a Disadvantaged Business Enterprise (DBE) participation goal of 22%, which is a critical component of the contract requirements. Consultants must demonstrate good faith efforts to meet DBE goals, with a log of communication with DBE firms considered sufficient documentation. The estimated contract amount ranges from $13,510,406 to $21,954,410, with a contract term of three years. The opportunity is open to qualified firms that can provide fully equipped and certified testing laboratories to support required test methods during the contract term. The contract will cover construction projects advertised, awarded, and administered by Caltrans, including alternative procurement methods like Public-Private Partnerships, Design-Build, and Construction Manager/General Contractor projects. Proposers must have a California Multiple Award Schedule (CMAS) contract and will be evaluated based on factors including industry experience, program expertise, service quality, and delivery reliability. Upon selection, the chosen firm will be subject to a pre-award or post-award audit and must comply with prevailing wage rate requirements.
