About this opportunity

The County of San Diego Department of General Services has issued an Industry Announcement regarding an upcoming Request for Proposals for a Design Build Entity to deliver a Behavioral Health Wellness Campus, with the RFP expected in late August 2026 and a required project completion deadline of June 2031.

The scope encompasses design and construction of 118,052 gross square feet of behavioral health infrastructure on approximately 8.24 acres at 3851 Rosecrans Street, adjacent to the existing County Psychiatric Hospital. The facility will house five integrated programs: a Crisis Stabilization Unit, Outpatient Community Mental Health Clinic, Adult Residential Substance Use Disorder Treatment Facility, Peer-Led Social Rehabilitation Facility, and Mental Health Rehabilitation Center. The County is seeking a qualified progressive design-build team with integrated architectural, engineering, and general contracting capability.

The project is supported by approximately $99.5 million in State Behavioral Health Continuum Infrastructure Program (BHCIP) grant funding, with the remaining balance funded through County resources and long-term County financing. The County is emphasizing progressive design-build expertise to achieve schedule certainty, cost certainty, and efficient project delivery.

The County specifically invites responses from healthcare developers, behavioral health facility specialists, progressive design-build teams, architectural and engineering firms, general contractors, and small and local business enterprises. Additional procurement schedule details, industry outreach opportunities, and official RFP documentation will be released on the Department of General Services webpage. Interested parties should monitor the DGS website and contact DGSPMDProcurement@sdcounty.ca.gov for further information. This announcement supports implementation of the CARE Act, Senate Bill 43, and Proposition 36 initiatives.
