About this file
This is an Industry Announcement Update issued by the County of San Diego Department of General Services regarding an upcoming Request for Proposals for a Design Build Entity (DBE) to deliver the Behavioral Health Wellness Campus. The County seeks a qualified progressive design-build team to develop a comprehensive behavioral health infrastructure project located on approximately 8.24 acres at 3851 Rosecrans Street in San Diego, adjacent to the existing County Psychiatric Hospital. The selected DBE will assemble an integrated team to deliver 118,052 gross square feet of program space housing five behavioral health programs: a Crisis Stabilization Unit, Outpatient Community Mental Health Clinic, Adult Residential Substance Use Disorder Treatment Facility, Peer-Led Social Rehabilitation Facility, and Mental Health Rehabilitation Center. The RFP is expected to be posted in late August 2026, with a required project completion deadline of June 2031. The announcement invites interest from healthcare developers, behavioral health facility specialists, progressive design-build teams, architectural and engineering firms, general contractors, and small and local business enterprises. Additional information regarding the procurement schedule, industry outreach opportunities, and official RFP documentation will be released on the Department of General Services webpage.
The project is supported by approximately $99.5 million in State Behavioral Health Continuum Infrastructure Program (BHCIP) grant funding, with the remaining balance funded through County resources. The County anticipates utilizing long-term County financing while leveraging progressive design-build expertise to achieve schedule certainty, cost certainty, and efficient project delivery. This project represents a significant long-term public investment serving San Diego County residents and supports implementation of the CARE Act, Senate Bill 43, and Proposition 36 initiatives. The delivery method has been refined from a Master Developer approach to a progressive design-build model, though the project vision, funding, scope, and anticipated schedule remain unchanged. Interested parties should monitor the DGS webpage and contact the Department of General Services Capital Projects, Project Management Division at DGSPMDProcurement@sdcounty.ca.gov for additional information.
