About this opportunity
The County of San Diego's Office of Homeless Solutions is seeking input through a Request for Information for homeless hygiene services, specifically organizations interested in receiving a donated shower and laundry trailer, with questions due November 16, 2026 at 5:00 p.m. San Diego time and questionnaire responses due November 25, 2026 at 5:00 p.m. This RFI is for information and planning only. It is not a formal solicitation, and the County does not commit to donating the trailer or contracting for services. No payment is made for information or administrative costs, so response costs fall entirely to interested parties. Questions must be submitted through the BuyNet "Discussions" functionality.
The questionnaire requires respondents to detail existing programs, how they would enhance services to homeless populations, prior experience operating shower trailers, proposed operating locations and schedules, staffing and volunteer plans, facility maintenance and cleaning protocols, supply management, client dignity considerations, and a sustainable funding plan covering supplies, maintenance, DMV registration, and insurance. Interested organizations must be prepared to pick up the trailer at the County Operations Center and provide greywater drainage access at their operational location.
The trailer is 40 feet long and includes one ADA-accessible shower stall, a laundry room with four front-loading washer-dryer combo units, freshwater and waste tanks, a 12,500-watt generator, propane heating, air conditioning, and external handwash stations.
Responses are subject to disclosure under the California Public Records Act unless designated as confidential and covered by the County's Non-Disclosure Indemnification Agreement (Form PC620). That form applies only to exhibits marked "CONFIDENTIAL/PROPRIETARY," must be signed by an authorized representative, and shifts indemnification for the County's withholding or disclosure decisions to the offeror. The County reserves the right to use submitted information without restriction and to engage one or more organizations further on a potential donation at its discretion.
