About this opportunity

Colorado's Division of Housing (under the State Department of Local Affairs) issued an RFI on June 25, 2026 for a generative AI system to conduct preliminary reviews of factory-built and multi-dwelling construction plans against applicable building codes, with responses due July 9, 2026 at 5:00 p.m. MST. This is an information-gathering exercise; no contract will be awarded as a result of RFI responses, and the Division has not committed to a formal RFP or implementation timeline.

The Division receives approximately 1,000 plan sets annually (60% commercial, 40% residential) with current review turnaround times of 5–10 days for residential and 10–20 days for commercial plans. The system must analyze compliance across the 2024 International Building Code, 2024 International Residential Code, 2024 International Mechanical Code, 2024 International Plumbing Code, 2023 National Electric Code, 2024 International Fuel Gas Code, 2024 International Energy Conservation Code, 2021 IECC, Colorado Model Electric and Solar Ready Code, and Colorado Wildfire Resiliency Code. It must be customizable for future code updates and accommodate site-specific requirements including snow loads, wind shear, fire suppression, and wildfire mitigation.

The system must integrate with Salesforce Service Cloud (Summer 26, Performance edition) and the state's managed payment processing gateway, and comply with Colorado SB24-205 and SB26-189 regarding automated decision-making technology — requiring explainability, auditability, and human-in-the-loop review capabilities. A minimum SOC2 Type 2 certification is mandatory. The Division prefers a prime-and-subcontractor model but will consider alternative structures. Plans are currently submitted in PDF format and tracked in Google Sheets; alternative tracking solutions are acceptable.

The RFI requests detailed cost and pricing for discovery, design, architecture, integration, testing, UAT, go-live, warranty, and ongoing maintenance, with pricing comparisons for IBC-only versus IRC-only systems and specialized structure types (closed construction panels, 3D printed homes, shipping containers). Written questions were due July 1, 2026; Amendment #1 responses were posted July 7, 2026. The Division will review submissions July 10–31, 2026. No incumbent vendor is identified, and no estimated contract value has been established. RFI responses become public record unless vendors request confidentiality within three business days prior to submission.
