About this opportunity

The Colorado Department of Local Affairs Division of Housing is issuing a Request for Information on a generative AI system for construction plan review, with responses due July 9, 2026 at 5:00 p.m. MST. This is an RFI for informational purposes only; no contract will be awarded as a result, and responses will become public record.

The system will serve as a preliminary reviewer of design and plan submissions for single and multi-dwelling unit structures, factory-built structures, and tiny homes across Colorado jurisdictions, including Denver County and Denver City. It must also audit plans previously reviewed by third-party agencies. The system must be customizable to adapt to future building code updates and account for each local jurisdiction's unique public safety requirements related to geographic or climatic conditions.

Vendors must demonstrate experience implementing AI solutions for state-level systems, expertise in code and regulatory compliance for building construction, natural language processing and machine learning capabilities, government contracting experience, and agile development methodologies. The system must integrate with existing Salesforce instances, process payment by check or credit card, generate audit reports and compliance documentation per SB24-205, and accommodate various structure types including closed construction panels, 3D printed homes, and shipping container-based structures.

Vendors must provide cost estimates covering discovery, design sessions, technical architecture review, system construction, testing, user acceptance testing support, go-live planning, post-implementation warranty, maintenance, and comprehensive project lifecycle management. The Division is open to alternative fee calculation approaches beyond the current square footage-based model and requests pricing comparisons for International Building Code versus International Residential Code reviews.

Questions are due July 1, 2026 at 5:00 p.m. MST. Responses must be submitted via BidNet and email to Brenda Lujan (brenda.lujan@state.co.us). The Division will review submissions from July 10–31, 2026.
