About this opportunity
The California Department of General Services, Procurement Division is soliciting a Request for Information for thermoplastic traffic striping material and rapid dry waterborne paint with responses due August 19, 2026. This RFI is a market-discovery step preceding a competitive solicitation anticipated in October 2026, which will result in a mandatory statewide contract for state agencies and an available contract for local governmental agencies.
The scope encompasses granular and pelletized thermoplastic striping materials with alkyd resin binders in white and lead-free yellow, supplied in two viscosity grades (Extruded-Viscosity and Low-Viscosity); and rapid dry waterborne and high-build waterborne paint in white, yellow, and black. All materials must comply with detailed technical specifications referenced in the RFI questionnaire, including Draft Specification PTH-02ALKYD (thermoplastic with alkyd binder), Draft Specification PTWB-01R2 (rapid dry waterborne paint), Federal Specification TT-P-1952F (waterborne paint Type III), and bulk container specifications. Key performance requirements include minimum retroreflectivity (250 mcdm²/lx for white thermoplastic, 175 mcdm²/lx for yellow), daylight luminous reflectance (80 minimum for white, 47–60 for yellow), tensile bond strength of 1.24 MPa, and compliance with California Test Methods CT 423 and CT 660 and multiple ASTM standards. The thermoplastic material must be 100 percent solids, free from lead, chromium, cadmium, and barium, and achieve tack-free conditions within two minutes at 60°F pavement temperature.
Estimated two-year quantities include 1,100 tons of granular white thermoplastic and 275 tons of pelletized white thermoplastic for Northern California, plus waterborne paint volumes ranging from 1,000 to 80,000 gallons depending on product type and region. The RFI estimates an annual contract value of $10 million. The anticipated contract term is two years plus three optional one-year extensions. Suppliers must address post-consumer recycled content, provide take-back and end-of-life service plans, and identify availability of Environmental Product Declarations or plans to develop them. Responses to the RFI are not required to participate in the subsequent competitive solicitation. All preparation costs are the supplier's responsibility. Submit responses to lisa.mcintyre@dgs.ca.gov.
