About this opportunity
The City of Portland, Oregon is issuing a Request for Information on integrated electric fencing systems for perimeter security at municipal operational sites, with responses due August 22, 2025 at 4:00 p.m. This RFI does not obligate the City to issue a contract; it is intended to inform a potential future competitive solicitation.
The City seeks vendor information on electric fencing technology, supplier availability, and integration capabilities with existing surveillance and access control systems. The stated driver is rising unauthorized access, trespassing, vandalism, and theft at City-owned properties, particularly targeting copper wiring and electrical infrastructure. Responses must address 11 project requirements and 6 vendor questions covering system design, energizer specifications, integration with current security systems, remote monitoring, compliance with IEC, OSHA, and ASTM standards, signage, control panel interfaces, and cost-benefit analysis. Respondents must demonstrate relevant experience with similar projects, provide references with contact information, and describe post-installation support and warranty documentation.
Responses should not exceed 20 pages and must be submitted in PDF or MS Word format with a cover letter, project approach, respondent capabilities, and supporting information. Respondents may request redactions for information claimed as exempt under Oregon public records law and must submit both original and redacted copies. The City will not disclose responses until evaluation is complete and results are publicly announced.
Clarification questions are due seven days prior to the response deadline, with any resulting addendum issued no later than 72 hours before the deadline. No pre-submittal meeting or site visit is scheduled. All costs associated with response preparation are the responsibility of the respondent, with no reimbursement provided by the City. The City will own any resulting system if a procurement moves forward.
