About this opportunity

The Virginia Information Technology Agency (VITA) is seeking information on cloud services management and optimization capabilities to support the Commonwealth's Server, Storage, and Data Center Tower, with RFI responses due September 30, 2026. This is a planning instrument for potential future procurement and does not constitute a commitment to procure.

VITA's SSDC Tower currently serves 67 state agencies across on-premises data centers, private cloud environments, and three major public cloud platforms: Amazon Web Services, Google Cloud Platform, and Oracle Cloud Infrastructure. The RFI targets suppliers capable of operating either as single-provider specialists or platform-agnostic managed service providers in multi-cloud environments. Key focus areas include FinOps tools, cost visibility, anomaly detection, rightsizing recommendations, and unified reporting and auditing dashboards — addressing current friction points in the Multi-Supplier Integrated delivery model and inconsistent cloud service adoption across platforms.

Respondents must submit a complete response, a redacted version protecting proprietary information, and a completed Administrative Appendix E Supplier Proprietary Information Form. All submissions go to Matthew Fritzinger at VITA's Supply Chain Management Division. VITA requests organizational experience in complex public-sector environments, corporate investments, case studies, operational structure, and strategic guidance on delivery models, shared responsibility frameworks, FinOps implementation, governance, pricing mechanisms, service level agreements, and transition planning. Pricing information will not be disclosed under Virginia Freedom of Information Act protections and is reserved for VITA's internal cost estimation. All response costs are the supplier's responsibility, and VITA reserves the right to contact respondents for clarification meetings. No site visits or bidders' conferences are scheduled.
