About this file
This is an Administrative Appendix E Supplier Proprietary Information Form for RFI 2025-10: Cloud Services issued by the Commonwealth of Virginia through the Virginia IT Agency (VITA) Supply Chain Management office. The RFI is intended for planning and budgetary purposes in support of a potential Request for Proposal related to cloud services. Suppliers are required to submit this completed form with their RFI response, specifying which items in their submission they deem proprietary or trade secret information and providing reasons for that designation. The form includes a Supplier Proprietary Information Table where respondents document the RFP document/exhibit section, specific page, proprietary information details, and justification for protection claims.
Virginia Code 2.2-4342(F) protects trade secrets and proprietary information submitted by suppliers in procurement transactions from public disclosure under the Virginia Freedom of Information Act, provided the supplier invokes these protections in writing prior to or upon submission, specifically identifies the protected data or materials, and states reasons why protection is necessary. VITA intends to make RFI responses available for public inspection after the potential RFP concludes and a contract is awarded; however, pricing information submitted in response to this RFI shall not be open to public inspection and will be used by VITA for internal cost estimation purposes. This form serves as the mechanism for suppliers to formally claim proprietary protection over designated information in their submissions.
