About this opportunity

Charlotte-Mecklenburg Schools is requesting information on financial consulting services to provide transitional backfill support for the Chief Financial Officer and Assistant Financial Officer of Budget positions, with responses due November 3, 2026 under RFI # 163-10222026TB. This is an information-gathering solicitation preceding formal procurement; pricing structures and contract funding will be determined following RFI responses.

The scope requires vendors to maintain established financial routines, support staff, protect the district's budget, and preserve fiscal integrity during the transition. Core activities span budget development, budget leveling, audit support, and reporting/reconciliation, along with project management and administrative functions. Vendors must demonstrate expertise in financial operations, budget management, and educational institution finance and provide three customer references as supporting documentation.

The initial contract term runs four months from November 2026 through February 2027, with an optional extension for an additional five months from March 2027 through July 2027 contingent on CMS evaluation and approved written amendments. Compensation is structured as fully burdened hourly rates for both CFO and AFO of Budget positions, with rates covering travel, lodging, meals, mileage, parking, and incidental expenses; CMS will not reimburse travel separately. Monthly invoicing tracks hours and costs by role and activity category. CMS reserves the right to increase, reduce, or eliminate specific roles as permanent positions are filled.

Standard CMS contract terms apply, including Net 30 payment, mandatory insurance coverage ($1 million commercial general liability and automobile liability), termination for convenience with ten days' notice, compliance with North Carolina law and Iran Divestment Act requirements, and E-Verification. Vendors must obtain a North Carolina Certificate of Authority to Transact Business if out-of-state entities and register with the North Carolina electronic Vendor Portal. Required certifications include independent price determination, debarment eligibility, and financial condition attestation.
