About this file

This is an Addendum 1 to Request for Information (RFI) 163-10222026TB issued by Charlotte-Mecklenburg Schools for financial consulting services to provide transitional support for the Chief Financial Officer and Assistant Financial Officer of Budget positions. The RFI seeks vendor proposals to maintain financial routines, support staff, protect the district's budget, and preserve fiscal integrity during the transition period. Core service activities include budget development, budget leveling, audit support, reporting and reconciliation, project management, and administrative functions. The initial contract term spans four months from November 2026 through February 2027, with an optional five-month extension from March 2027 through July 2027, contingent on CMS evaluation and approved written amendments. Proposals are due November 3, 2026, at 2:00 PM ET and must be submitted electronically through the North Carolina eVP portal only. The RFI represents the first solicitation for these services, which have not been previously contracted.

Compensation is structured as fully burdened hourly rates for both CFO and AFO of Budget positions, with a hard cap of 220 total service hours per month unless an approved change order or addendum is in place. All rates must include travel, lodging, meals, mileage, parking, and incidental expenses, with CMS providing no separate travel reimbursement. Monthly invoicing must track hours and costs by role and activity category. CMS reserves the right to increase, reduce, or eliminate specific roles as permanent positions are filled. The vendor must provide three customer references and demonstrate expertise in financial operations, budget management, and educational institution finance. Required qualifications include an active CPA credential for the CFO support lead; a CPA is not required for the AFO of Budget support lead. Vendors must obtain a North Carolina Certificate of Authority to Transact Business if out-of-state entities, register with the North Carolina eVP, maintain $1 million commercial general liability and automobile liability insurance, comply with North Carolina law and Iran Divestment Act requirements, and satisfy E-Verification obligations. Payment terms are Net 30, and CMS may terminate the contract for convenience with ten days' notice.

Section 5.2 (Hours and Location), p. 9; Section 1.0, p. 3; Section 5.1, p. 9

The RFI states that CMS “anticipates up to 220 total service hours per month across all assigned personnel” and elsewhere calls it the “220-hour monthly allowance.” Is 220 hours a hard cap on total monthly service hours, or an estimate of anticipated need?

If so, how should that option be presented so that it is considered responsive and not rejected as an additional or modified term under Section 2.2?
