About this opportunity
The Massachusetts Bay Transportation Authority (MBTA) is requesting information on customized construction cost estimating training and learning management system-integrated instructional delivery services under RFI 109-26, with responses due August 28, 2026 at 3:00 p.m., and questions due August 21, 2026 at 5:00 p.m. (amended by Addendum No. 1 issued August 13). This is an RFI to inform a potential subsequent RFP; responses do not constitute bids but rather market research to assess vendor capabilities and pricing.
The MBTA seeks information on instructor-led training programs supporting workforce development and capital delivery. Responses must address 17 specified topics across company qualifications, program administration, instructional delivery models, instructor qualifications, curriculum customization, participant learning outcomes, information security, and financial considerations. Training will be administered through the MBTA's Learning & Organizational Development department and managed via CareerLINE, the MBTA's learning management system, for participant registration, completion tracking, and training records. Respondents must provide representative pricing information including instructional solution costs, available pricing models, instructional materials, travel costs if applicable, and any additional fees.
Responses are limited to 10 pages and must be submitted through the COMMBUYS procurement system (Bid #BD-27-1206-40000-40000-131794). Answers to bidder questions will be posted by August 25, 2026 at 5:00 p.m. The MBTA will notify all RFI respondents if it proceeds to RFP. Contact Amy Reinhart, Strategic Sourcing Manager, at areinhart@mbta.com or the COMMBUYS Helpdesk at 1-888-MA-STATE for procedural questions.
