About this file
This is a Request for Information (RFI) issued by the Massachusetts Bay Transportation Authority (MBTA) regarding customized construction cost estimating training and learning management system (LMS)-integrated instructional delivery services. The MBTA seeks information on instructor-led training programs to support workforce development and capital delivery objectives, with particular interest in instructional approaches, customization capabilities, implementation best practices, and administrative processes for transportation and public-sector organizations. Responses must not exceed 10 pages and address 17 specific topics including company qualifications, program administration, instructional delivery models, instructor qualifications, curriculum customization, participant learning outcomes, information security, and financial considerations. The RFI was published on August 13, 2026, with a deadline for written questions by August 19, 2026, responses to questions posted by August 20, 2026, and a response submission deadline of August 28, 2026, at 3:00 pm through the COMMBUYS procurement system (Bid #BD-27-1206-40000-40000-131794).
The MBTA anticipates that RFI responses will inform whether to proceed with a subsequent Request for Proposal (RFP), which would be posted on COMMBUYS with notification to all RFI respondents.
