About this opportunity

The Oregon Health Authority Public Health Division Family and Child Health Section is requesting proposals to expand access to Doula and lactation support services through the Community-Based Perinatal Services Access Program, with proposals due August 7, 2026 at 3:00 p.m. PDT via Smartsheet. Eligible applicants must be Oregon-based; government organizations, education service districts, universities, and school districts are not eligible. Culturally specific community-based organizations, federally recognized tribes in Oregon, tribal organizations, urban Indian health programs, and nonprofit or for-profit entities currently providing perinatal services aligned with Senate Bill 692 and Senate Bill 1568 may apply, though CBOs may partner with ineligible entities.

OHA has approximately $500,000 available across three grant categories: Mini Grants of $5,000–$20,000, Medium Grants of $20,001–$50,000, and Large Grants of $50,001–$100,000. The agency anticipates awarding approximately 5–10 grants depending on proposal quality and regional coverage needs. The grant period runs one year from November 1, 2026 through October 31, 2027, with an option to renew for one additional year at OHA's sole discretion.

Proposed services must focus on workforce development, service delivery, outreach, and infrastructure strengthening for community-based perinatal care providers serving priority populations with demonstrated inequities in perinatal health outcomes. Allowable expenses include salaries, employee benefits, training, travel, supplies, stipends, certification fees, outreach materials, translation services, and gift card incentives; rent and utilities are capped at 15% of the award. Double-billing Medicaid, vehicles, buildings, and general organizational advertising are unallowable.

Proposers must complete a Responsibility Inquiry form demonstrating financial stability and operational capacity. Organizations with 50 or more full-time workers and prospective award prices exceeding $500,000 must obtain a current Pay Equity Certificate from the Department of Administrative Services. Informational webinars are scheduled for July 7 (English) and July 8 (Spanish), 2026, with questions due July 10, 2026. Anticipated award notices will issue approximately October 15, 2026. OHA will negotiate workplan and budget following selection, with final workplan and budget due within 60 days of agreement signature.
