About this opportunity
The Commonwealth of Kentucky's Education and Labor Cabinet, on behalf of the Kentucky Business Enterprise (KBE) program, issued Request for Bid (RFB) 758 2500000132 to procure and establish a Master Agreement for eleven Vending Market Systems across federal and state buildings, prisons, and military facilities. Each complete vending market system consists of one MM6 Mini Self-Checkout Kiosk with OptConnect, two All-State merchandise display units (MMS272 and MMS491 DS-P), one Evoca EMBLEM speaking coffee machine, one All-State MMS492 unit, one All-State condiment stand with three commercial Braille microwaves, and one additional MM6 Self-Checkout Kiosk. Vendors must provide installation, annual maintenance with processing fees, repair services, training in Braille and electronic formats, and attendance at the KBE Annual Meeting, with delivery to the KBE warehouse in Frankfort required between 8:00 a.m. and 3:00 p.m., Monday through Friday, and installation and setup within thirty calendar days of request. The bid closing date is September 16, 2024, at 1:30 p.m. ET, with electronic submission required through the Kentucky eProcurement system. The initial contract period is one year with four optional one-year renewal periods, and evaluation will utilize a best value approach allocating 90 points to price, 5 points to delivery (30-day requirement), and 5 points to warranty (minimum twelve-month requirement at no additional cost). Vendors must register with the Commonwealth Vendor Self Service System, provide a Certificate of Insurance with $1,000,000 Commercial General Liability per occurrence and $2,000,000 aggregate, plus $1,000,000 Automobile Liability coverage, and comply with all applicable state and federal regulations including tax registration and Commonwealth Office of Technology standards.
Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Industries for the Blind receive a 15 percent preference, with vendors required to submit notarized affidavits attesting to residency and qualified bidder status if claiming such designations. Vendors must also comply with the Commonwealth's Personal Information Security and Breach Investigation Procedures and Practices Act, implementing security requirements established by the Commonwealth Office of Technology and notifying relevant agencies within seventy-two hours of any security breaches. All deliveries are FOB Destination, Freight Prepaid and Allowed, with payments made within thirty working days of invoice receipt, and price increases are prohibited during the first twelve months but may be requested thereafter with industry-wide justification. No specific budget range or award value was disclosed in the solicitation documents. Interested vendors should contact Holly McDonald at 502-564-6523 for additional information, and all bids must be submitted on the standardized Bid Sheet (Attachment B) with pricing for the complete system, annual services and maintenance costs, delivery timeline, and warranty period details.
