About this opportunity

The Commonwealth of Kentucky Department of Military Affairs is requesting bids on Cypress Creek Restoration Phase IV at the Wendell H. Ford Regional Training Center, with bids due October 28, 2026 at 1:30 p.m. Eastern Time and a mandatory site visit on October 12, 2026 at 11:00 a.m. Central Time.

The scope covers restoration of 5,719 linear feet of stream channel and treatment of 300 acres of invasive plant species as part of an eight-phase initiative to restore approximately 49,770 linear feet of Cypress Creek and its tributaries using natural channel design principles. Work includes excavation of proposed channels and floodplains, construction of in-stream structures and bank treatments, reshaping of existing channels, preparation of seedbeds, installation of erosion control blanket and mulch, herbicide application via unmanned aerial vehicle (or manual or helicopter application in previously disturbed phases, subject to flight plan approval and tree-clearing restrictions of November 15 through March 31), and installation of native seeds and live stakes. Culvert crossings must conform to KYTC Standard Specifications with specified gauge requirements and polymer-coated corrugated metal pipe; installation tolerances require stone and culvert inverts within 0.2 feet of drawing specifications. Registered DJI drones are permitted. An additive alternate for Tributary 2-11 is available for bidder consideration.

The project is classified under commodity code 912 (Construction Services, General). Bids must be submitted exclusively through the Commonwealth's eProcurement system; bidders must register in the Vendor Self Service system at least 24–48 hours before the submission deadline. Plans and specifications are available at no charge through the State of Kentucky Plan Room; only registered plan holders receive addenda. The Official Bid Document and any required Bid Bond must be combined as a single PDF attachment. A public bid reading via conference call occurs on the bid opening date at 3:00 p.m. Eastern Time. Procurement questions were due October 19, 2026. The purchasing agent is Janis Wilhoite at janis.wilhoite@ky.gov or (502) 401-6239; project manager is Dwayne Brown and consultant is Molly Foree.
