About this opportunity

The Kentucky Department of Juvenile Justice is requesting bids for emergency replacement of a chiller unit at the Adair Youth Development Center in Columbia, Kentucky under RFB-65-27, with bids due September 15, 2026 at 1:30 p.m. Eastern Time. A mandatory site visit is scheduled for August 28, 2026 at 10:00 a.m. Central Time at 401 Appleby Drive, Columbia, Kentucky 42728.

The scope requires removal and replacement of the existing chiller with a new microprocessor-controlled, multiple-scroll compressor, air-cooled chiller unit, including all associated electrical power, control, and chilled water connections. The contractor must provide temporary chilling capability within the first 30 days of project start and maintain it through substantial completion. The new chiller must include BacNet capabilities to communicate with new mechanical equipment and control the chilled water pump; the existing control system will be reused without upgrades. The contractor assumes full ownership and legal responsibility for refrigerant recovery, recycling, and disposal of the existing chiller. All work must comply with the International Mechanical Code, ASHRAE standards, Kentucky Building Code with current revisions, International Building Code, Americans with Disabilities Act, and National Electrical Code.

The existing concrete pad will be reused as the basis of design; if an alternative chiller exceeds the existing pad dimensions, the contractor bears responsibility and cost for concrete enlargement subject to engineer verification on-site. Existing chilled water piping and the air separator (equivalent to Bell & Gossett R-6 with strainer, automatic air vent, blow-down valve, and drain piping) shall be reused. Preferred work schedule is Monday through Friday, 8 hours per day, with no weekend work. A 48-hour notification is required for any utility outages. Bidders must submit exclusively through the Commonwealth's eProcurement system (VSS) at https://vss.ky.gov; postal, email, and hand delivery are prohibited. Registration in the Vendor Self Service system is required 24 to 48 hours prior to submission. Questions should be directed to Susan Ward, Purchasing Agent, at Susan.Ward@ky.gov or (502) 226-0335. Plans and specifications are available at no charge through https://www.stateofkyplanroom.com.
