About this opportunity
The Commonwealth of Kentucky, Division of Engineering and Contract Administration, in partnership with the Department of Military Affairs, is seeking construction services through Request for Bids (RFB) RFB-53-25 DMA WHFRTC Cypress Creek for the Wendell H. Ford Regional Training Center located in Metcalfe County. The primary deliverable involves the relocation and restoration of approximately 49,770 linear feet of Cypress Creek and its tributaries using natural channel design principles to establish stable, natural stream patterns and restore degraded aquatic habitat. Secondary work includes aerial herbicide application covering approximately 305 acres, with bidders permitted to use drones, planes, or helicopters, though planes are not recommended due to overspray concerns. All aerial equipment operations must have Department of Military Affairs environmental personnel present with the pilot, and all flight plans must be filed with the FAA and coordinated with Range Operations due to existing military helicopter operations by the 101st Airborne Division and Kentucky Army National Guard. The mandatory site visit meeting is scheduled for August 21, 2024, at 9:00 a.m. Central Time at St-1000-10, Greenville, Kentucky 42345, where design team representatives will meet interested contractors. Bids close on September 11, 2024, at 1:30 p.m. Eastern Time, with a public bid reading via conference call at 2:30 p.m. Eastern Time (dial-in: 502-782-2663 or 844-603-5060, Conference ID 240522018, participant code 75309). All bidder questions must be submitted by close of business on August 30, 2024, to Casey Mattingly, PE of Third Rock Consultants, LLC at cmattingly@thirdrockconsultants.com or (859) 977-2000.
Bidders must submit responses exclusively through the Commonwealth's eProcurement system and register in the Vendor Self Service (VSS) system at https://vss.ky.gov at least 24-48 hours prior to submission; postal mail, courier services, and hand-delivered bids will not be accepted. All bid documents, specifications, and drawings must be obtained from https://www.stateofkyplanroom.com at no charge, and contractors receiving documents from other sources will not be registered as planholders and will not receive addenda. The solicitation documents do not specify contract pricing, award dates, contract term, renewal options, set-asides for disadvantaged enterprises, or funding sources. Bidders should enter $0.00 for the contract amount in the eProcurement system, with the actual contract amount required on the Official Bid Document attachment, which must be combined with any required Bid Bond as a single PDF. No incumbent vendors, current contractors, or integration requirements with existing infrastructure are identified in the available documentation. Key project contacts include Purchasing Agent Susan Ward (502-226-0335, Susan.Ward@ky.gov), Project Manager Dwayne Brown, and Consultant Molly Cummins of Third Rock Consultants, LLC.
