About this file

This is Addendum Two to an Invitation to Bid (RFB-53-25) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in coordination with the Department of Military Affairs for the Cypress Creek Stream Restoration Project Phase 2 at the Wendell H Ford Regional Training Center in Muhlenberg County, Kentucky. The addendum, dated September 3, 2024, references additional specifications and drawings to be distributed by Lynn Imaging and addresses four key questions regarding project implementation. The project involves aerial herbicide application covering approximately 305 acres. Bidders may use drones, planes, or helicopters for aerial applications, though planes are not recommended due to overspray concerns. All aerial equipment operations must have a Department of Military Affairs environmental personnel representative present with the pilot, and all flight plans must be filed with the FAA and provided to Range Operations for coordination with existing military helicopter operations at the facility.

Utility conflicts with overhead lines are not anticipated and are not included in the contract scope, though coordination with the gas company is mandatory without relocation costs included. Any utility conflicts identified during construction will be addressed through change orders at the owner's expense. There are no specific brand, size, or manufacturing requirements for aerial equipment, provided it complies with operational and coordination requirements. All aerial application plans, regardless of equipment type, require prior approval before implementation to ensure safety and coordination with regular military helicopter operations conducted by the 101st Airborne Division and Kentucky Army National Guard Aviation Assets.

Addendum Two Question & Answers

1) If any utilities must be moved due to conflicts with stream design or build will the extra cost be covered by owner and or change order? No conflicts with overhead utility lines are anticipated and are not included in this contract. Coordination with GAS company is mandatory, but no relocation of gas line is included in this contract. Any conflicts with utilities will be addressed with change orders.

2) Are there any requirements on Areal Equipment like brand, size or where it is made?

No requirements on the Aerial Equipment for brand, size or where made as long as one of DMA environmental personnel is with the pilot while they are conducting operations and the aerial equipment can only be flown for the purpose of spraying related to the Cypress Creek Project. Any other flight applications are not authorized.

3) Can planes or Helicopters be used instead of Drones for areal applications?

Planes and Helicopters may be used; however, planes are not recommended due to overspray. Flight plans must be filed with FAA and a copy of those plans provided to Range Operations. It is critical to provide the plans to Range Ops so and conflicts may be resolved. DMA has military helicopters flying regularly at this base both from the 101st Airborne Division and KYARNG Aviation Assets. It is imperative for Range Operations to inform all parties of flight plans to prevent any possible incidents. All aerial application plans, regardless of drones, planes, or helicopters must be approved prior to implementation.

4) How many acres of herbicide are we supposed to spray? The aerial herbicide application includes up to approximately 305 acres.
