About this opportunity

The Commonwealth of Kentucky, Division of Abandoned Mine Lands, is requesting bids for reclamation of the Vogue Slurry AML site in Muhlenberg County under RFB-50-27 25034AMLBAML, with bids due September 2, 2026 at 9:30 a.m. Eastern Time and a mandatory site visit on August 14, 2026 at 10:00 a.m. Central Time at the Harris-Dickerson Wildlife Management Area entrance on Highway 70 in Hopkins County.

The scope encompasses reclamation of approximately 44 acres adversely affected by coal mining operations within a 180-acre project viewshed. Work includes elimination of approximately 1.1 acres of an acid pit through backfilling with adjacent onsite mine spoil material (approximately 12 acres), capping with available on-site material, treating pit water to achieve a pH of 6 or greater prior to release, and grading spoil ridges in designated areas at a maximum 3:1 slope. Payment is calculated by cubic yard for mine spoil excavation.

Bids must be submitted electronically through the Commonwealth's eProcurement system only; postal and hand-delivered submissions are explicitly prohibited. Bidders must register in the Vendor Self Service (VSS) System at https://vss.ky.gov at least 24 to 48 hours prior to submission. Bidders must enter $0.00 for the contract amount in the e-procurement system, with the actual contract amount entered on the Official Bid Document submitted as a single combined PDF attachment with any required bid bond. Plan and specification documents are available free at https://www.stateofkyplanroom.com through Lynn Imaging (1-800-888-0693).

Addendum Two revises Davis Bacon Wage Rates, which are mandatory compliance requirements incorporated into final contract terms. Bidders are required to acknowledge receipt of Addendum One and Addendum Two and incorporate updated terms into bid pricing.

Procurement questions should be directed to Susan Ward, Purchasing Agent, at 502-226-0335 or Susan.Ward@ky.gov. Project contact is Seth Jenkins, Division of Abandoned Mine Lands, at 270-871-9555 or seth.jenkins@ky.gov.
