About this opportunity
The Commonwealth of Kentucky Department of Military Affairs is requesting bids for on-call, as-needed facility maintenance and repair services at Bluegrass Station in Lexington under RFB-47-27, with bids due October 15, 2026 at 1:30 PM ET. A reciprocal preference for Kentucky resident bidders applies; Kentucky Correctional Industries receives a 20% preference and other qualified bidders a 15% preference. Written questions close October 6, 2026 at 1:30 PM ET, with Commonwealth responses due by October 8.
The scope encompasses routine and emergency building, structural, exterior, mechanical, utility, and interior-finish maintenance at a single sensitive-access facility. Services include carpentry, door and window repairs, drywall and ceiling work, minor masonry, gutter installation, roofing repairs, painting, weatherproofing, welding, pipe fabrication, flooring, signage installation, and debris removal. The contract excludes capital construction, HVAC replacement, fire alarm and life-safety servicing, specialty OEM contracts, and engineered work requiring stamped design. Response times are tiered: critical within 2 hours, urgent same day, important within 48 hours, routine within 2 weeks. All work requires written Delivery Order authorization prior to commencement. Bluegrass Station's operational sensitivity mandates government-issued photo ID, advance personnel rosters, vehicle inspection, and photography restrictions; work is generally limited to daylight hours.
Pricing is structured around firm hourly labor rates for foreman, carpenter, painter, welder, skilled laborer, and general laborer classifications, with both regular and emergency rates; equipment at approved hourly or daily rates; and materials at actual documented cost supported by supplier invoices. Bidders must price all twelve labor classifications and one equipment category. Bids determined unbalanced or front-loaded will be rejected.
The initial contract term is one year from award with four optional one-year renewal periods. Vendors must hold Commercial General Liability Insurance of $1 million per occurrence and $3 million aggregate, plus $1 million Automobile Liability if vehicles are used. All bids must be submitted electronically through the Vendor Self Service System at https://vss.gov and remain valid for 60 days. Award goes to the lowest-cost responsive bid from a responsible bidder.
