About this file
This is a Scope of Work document for a Master Agreement issued by the Commonwealth of Kentucky Department of Military Affairs for on-call, as-needed facility maintenance and repair services at Bluegrass Station in Lexington, Kentucky. The agreement is non-exclusive and does not guarantee minimum work quantity. Services encompass building and structural maintenance including carpentry, door and window repairs, drywall and ceiling work, and minor masonry; exterior maintenance such as gutter installation, roofing repairs, painting, and weatherproofing; mechanical and utility support including welding and pipe fabrication; interior finishes including flooring and painting; and general maintenance support such as signage installation and debris removal. The scope explicitly excludes capital construction projects, HVAC system replacement, fire alarm and life-safety system servicing, specialty OEM maintenance contracts, and engineered construction requiring stamped design documents. All work requires written authorization through an approved Delivery Order prior to commencement. Response time requirements are tiered by priority: critical issues within 2 hours, urgent within same day, important within 48 hours, and routine within 2 weeks.
Pricing is structured around firm hourly labor rates for specific classifications including foreman, carpenter, painter, welder, general laborer, and skilled laborer, plus equipment costs billed at approved hourly or daily rates and materials billed at actual documented cost supported by supplier invoices. Materials must meet commercial, institutional, or industrial-grade standards. Vendors must submit written estimates prior to work authorization identifying labor classifications, hours, equipment requirements, and material costs. Personnel requirements mandate one authorized supervisor present during active work, with the Commonwealth reserving the right to require removal of unsuitable personnel. Due to Bluegrass Station's sensitive operational environment, security requirements include government-issued photo identification, advance personnel rosters, vehicle inspection, and photography restrictions, with work generally limited to daylight hours. The Commonwealth retains inspection, modification, suspension, and audit rights over all work performed.
