About this opportunity
The Commonwealth of Kentucky Department of Parks and the Division of Engineering and Contract Administration are soliciting bids for comprehensive repairs and renovations at Lake Barkley Lodge in Cadiz, Kentucky (Spencer County), through Request for Bid RFB-45-26. This procurement encompasses four coordinated project volumes: Volume A addresses structural repairs to guest wing buildings and walkways; Volume B involves demolition and construction of a new pool facility; Volume C covers accommodations and hospitality upgrades including dining room renovations with approximately 2,760 square feet of new tile flooring, window treatments, wall assemblies, and interior finishes; and Volume D requires main building roof replacement. A single general contractor will coordinate work across all four volumes, with the contract to be awarded based on the lowest total combined bid for all volumes, although the Commonwealth reserves the right to issue contracts only for those volumes that can be funded within available budget constraints. Key project requirements include unit pricing for siding replacement, wood decking, roofing, shotcrete, OSB deck replacement, insulation, and stone masonry re-pointing; submission of combined initial pricing for Volume A with detailed breakdowns due within 24 hours of bid opening; and a condensed subcontractors list with complete original list due from the apparent low bidder within 24 hours of bid opening. For Volume B (pool project), qualified swimming pool contractors must demonstrate completion of at least five public-use pools exceeding 4,500 square feet with depths of 11 feet 6 inches or greater within the past ten years and must obtain bid bonds from approved Kentucky-registered surety companies. The mandatory prebid meeting was held on August 13, 2025, at 11:00 AM Central Time at Lake Barkley State Resort Park; final bid questions were due August 29, 2025, at noon EST; and the bid closing date has been extended to September 12, 2025, at 1:30 PM Eastern Time with public bid reading via conference call at 3:00 PM Eastern Time on the same date. All bids must be submitted electronically through the Commonwealth's eProcurement system with no alternative submission methods accepted; bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov allowing 24-48 hours for registration; and all project plans and specifications are available at no cost through https://www.stateofkyplanroom.com with customer service provided by Lynn Imaging.
The procurement documents do not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor preferences; however, multiple addenda have been issued establishing technical specifications and design standards that all bidders must incorporate into their proposals. For the pool project specifically, a pre-approved contractor list has been provided including Acapulco Pools, Capri Pools, High Tech Pools, Main Line Commercial Pools, Sunbelt Pools, Landmark, PSS Contractors, and Rotolo Consultants Inc., all of which meet established qualification standards. The pool contractor must provide comprehensive warranties including three-year coverage for pool structure water tightness, one-year coverage for mechanical systems, fifteen-year warranties on filter tanks and tile setting materials, and eighteen-month coverage for variable frequency drive systems, as well as 32 hours of comprehensive on-site training to owner representatives covering water chemistry analysis, system operation and maintenance, and project-specific video recording manuals. Addendum No. 8 extended substantial completion timelines by 60 calendar days for Volume A and 30 calendar days for Volume B, and Addendum No. 5 specified that the swimming pool contractor must provide initial chemical quantities for chlorination and pH adjustment and maintain chemical balance until systems are fully operational and accepted. The solicitation documents do not provide a specific overall project budget or award value range, though the scope encompasses structural repairs, new construction, extensive renovations, and specialized mechanical systems across the four coordinated project volumes at a significant state resort facility.
