About this opportunity
The Commonwealth of Kentucky Department for Facilities and Support Services is requesting bids on a selective roof overlay and full roof replacement project at the Transportation Cabinet Office Building in Frankfort under RFB-278-26, with bids due July 27, 2026 at 1:30 p.m. Eastern Time. A mandatory site visit is scheduled for June 9, 2026 at 10:00 a.m. at the building's back loading dock.
The scope covers approximately 113,000 square feet across multiple roof areas (designated A through GG), with work including removal of existing roofing systems to metal or concrete decking, installation of SBS-modified bituminous membrane systems with cold-applied 2-ply modified bitumen membrane over 1/2-inch cover board in overlay areas, reconstruction of replacement areas with rigid insulation, tapered insulation, and cover board assemblies, replacement of roof drains, installation of tapered insulation with crickets and saddles for positive drainage, retention of existing aluminum coping caps in designated areas with new pre-finished metal coping caps elsewhere, and installation of new stainless steel expansion joint flashings. The roofing system must comply with FM Approvals Class 1 or noncombustible construction and achieve specified wind uplift resistance ratings. Approved manufacturers are Soprema, Siplast Inc., and Elevate (formerly Firestone Building Products), with all system components sourced from the same manufacturer or manufacturer-approved suppliers. The prime contractor must self-perform low-slope, metal panel, and SBS material work; carpentry and metal flashing may be subcontracted. The contractor must demonstrate five consecutive years of experience with the specified roofing systems and certified installer status from the product manufacturer. A 30-year manufacturer's no-dollar-limit total systems warranty and a 2-year installer's warranty are required. Substantial completion is required within 280 calendar days from contract execution, with final completion 30 days thereafter. Liquidated damages are $600 per day for delays beyond substantial completion and $300 per day for delays beyond final completion. Installation hours are limited to 7:00 a.m. to 5:00 p.m., Monday through Friday. The building will remain occupied during construction, requiring 72 hours' notice for activities affecting operations. COVID-19 vaccination compliance with current state and CDC guidelines is mandatory.
Bids must be submitted electronically through the Commonwealth's eProcurement system only; postal, courier, and hand-delivered submissions are not accepted. Bidders must register in the Vendor Self Service system at https://vss.ky.gov at least 24–48 hours before submission. The Official Bid Document and any required Bid Bond must be combined as a single PDF attachment; bidders enter $0.00 in the eProcurement system and the actual contract amount on the Official Bid Document. Plans, specifications, and all bid documents are available at no charge through https://www.stateofkyplanroom.com. Addenda 1 through 7 have been issued as of July 16, 2026; bidders must acknowledge receipt of all addenda. Project contacts are Purchasing Agent Janis Wilhoite (janis.wilhoite@ky.gov, 502-401-6239), Project Manager Carl Kratzer (502-330-7180), Architect Jean-Paul Grivas of Patrick D Murphy Co Inc (505-454-5632), and Agency Representative Sandy Hendershot (502-545-9765).
