This addendum to Invitation to Bid No. RFB-278-26 is issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for a roof project at the Transportation Cabinet Office Building in Frankfort, Kentucky. The project encompasses selective demolition of existing roofing systems, installation of new SBS-modified bituminous membrane roofing, replacement of roof drains, and miscellaneous repairs to roof edge conditions and drainage systems across multiple roof areas designated as A through GG. Work includes removal of existing sheet metal flashing, roof edge drainage systems, water-damaged roofing and insulation down to metal decking, damaged metal decking and wood blocking, and the salvage and reinstallation of existing lightning protection systems and roof drains. The new roofing systems vary by substrate type, with mechanically attached polyisocyanurate insulation, gypsum cover board, SBS-modified bituminous base and cap sheets, and modified foil-faced flashings specified over metal deck and cast-in-place concrete deck areas. Substantial completion is required within 280 calendar days from the executed contract date, with final completion 30 days thereafter.
The contract includes a 3,200 square foot wet area roof removal and replacement allowance with unit prices to be established by the contractor at time of bid submission. Liquidated damages are assessed at $600 per calendar day for delays beyond the substantial completion date and $300 per calendar day for delays beyond final completion. The prime roofing contractor must self-perform low-slope, metal panel, and SBS material work, with carpentry and metal flashing able to be subcontracted; the contractor must demonstrate five consecutive years of experience with the specified roofing systems and provide proof of certified installer status from the product manufacturer. A 20-year manufacturer's no-dollar-limit total systems warranty and a 2-year installer's warranty are required. The existing building will remain occupied during construction, requiring coordination with the owner regarding work disruptions, with a minimum of 72 hours' notice required for activities affecting operations. COVID-19 vaccination compliance with current state and CDC guidelines is mandatory, and the contractor must maintain the work area in a weathertight condition and provide daily debris removal.

B. Place tarps over ground area within collection zones where demolition and construction debris and waste will be collected.
1. On a daily basis remove demolition and construction debris and waste from grounds and landscaped areas.
2. Do not allow tarps and large objects related to demolition to cover vegetation areas for more than 1 day.
3. Do not place tarps and large objects related to demolition over the same vegetation areas that were previously covered until that area has remained uncovered for at least 24 hours.
SELECTIVE DEMOLITION 024119 - 7
C. Maintain collection-zone fencing and signage in good condition as acceptable to Architect and remove when construction operations are complete and equipment has been removed from the site.
1. Do not remove collection-zone fencing, even temporarily, to allow deliveries or equipment access through the collection zone.
2. Temporary access is permitted subject to preapproval in writing by arborist if a root buffer effective against soil compaction is constructed as directed by arborist. Maintain root buffer so long as access is permitted.
3.6 DISPOSAL OF DEMOLISHED MATERIALS
A. Remove demolition waste materials from Project site and dispose of them in an EPA-approved construction and demolition waste landfill acceptable to authorities having jurisdiction.
1. Do not allow demolished materials to accumulate on-site.
2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.
3. Remove debris from elevated portions of building by chute, hoist, or other device that will convey debris to grade level in a controlled descent.
B. Burning: Do not burn demolished materials.

B. Protect persons, motor vehicles, surrounding surfaces of building being repaired, building site, plants, and surrounding buildings from harm resulting from concrete maintenance work.
1. Comply with each product manufacturer's written instructions for protections and precautions. Protect against adverse effects of products and procedures on people and adjacent materials, components, and vegetation.
2. Use only proven protection methods appropriate to each area and surface being protected.
3. Provide temporary barricades, barriers, and directional signage to exclude public from areas where concrete maintenance work is being performed.
4. Erect temporary protective covers over walkways and at points of pedestrian and vehicular entrance and exit that must remain in service during course of concrete maintenance work.
5. Contain dust and debris generated by concrete maintenance work and prevent it from reaching the public or adjacent surfaces.

C. Existing Drains: Prior to the start of work in an area, test drainage system to ensure that it is functioning properly. Notify Architect immediately of inadequate drainage or blockage. Do not begin work in an area until the drainage system is in working order.
1. Prevent solids such as aggregate or mortar residue from entering the drainage system.
Clean out drains and drain lines that become sluggish or blocked by sand or other materials resulting from concrete maintenance work.
MAINTENANCE OF CAST-IN-PLACE CONCRETE 030130 - 5
2. Protect drains from pollutants. Block drains or filter out sediments, allowing only clean water to pass.
D. Preparation for Concrete Removal: Examine construction to be repaired to determine best methods to safely and effectively perform concrete maintenance work. Examine adjacent work to determine what protective measures will be necessary. B. General Placement: Place patching mortar by troweling toward edges of patch to force intimate contact with edge surfaces.
MAINTENANCE OF CAST-IN-PLACE CONCRETE 030130 - 6
1. For large patches, fill edges first and then work toward center, always troweling toward edges of patch.
2. At fully exposed reinforcing bars, force patching mortar to fill space behind bars by compacting with trowel from sides of bars.
C. Consolidation: After each lift is placed, consolidate material and screed surface.
D. Multiple Lifts: Where multiple lifts are used, score surface of lifts to provide a rough surface for placing subsequent lifts. Allow each lift to reach final set before placing subsequent lifts.
E. Finishing: Allow surfaces of lifts that are to remain exposed to become firm and then finish to a surface matching adjacent concrete.
F. Curing: Wet-cure cementitious patching materials, including polymer-modified cementitious patching materials, for not less than seven days by water-fog spray or water-saturated absorptive cover.
