The scope encompasses construction of a reinforced concrete auxiliary spillway with two precast concrete culverts (8 feet by 16 feet), a reinforced concrete stepped chute discharging into a stilling basin, a reinforced concrete floodwall with concrete cutoff along the upstream dam crest, rockfill placement and stability berms on dam slopes, installation of a new low-level drawdown valve, remediation of concrete cracking and seepage in the principal spillway culvert, abandonment of the City of Springfield's existing raw water intake with installation of new intake lines within the principal spillway culvert, and comprehensive site work including erosion and sedimentation control, demolition of existing infrastructure, earthwork, temporary shoring, traffic control, storm drainage, and site restoration. A contractor-designed Water Diversion Plan is required. No domestic-material requirements (American Iron & Steel, Build America Buy America, Buy American) apply to this project. Bids must be submitted exclusively through the Commonwealth's eProcurement system at https://vss.ky.gov; postal, courier, and hand-delivered submissions will not be accepted. Bidders must register in the Vendor Self Service system 24–48 hours before submission. The Official Bid Document and any required Bid Bond must be combined as a single PDF attachment, with the actual contract amount entered on the Official Bid Document (not in the eProcurement system line item, which should show $0.00). A public bid reading will be held via conference call at 3:00 P.M. Eastern Time on September 17 at (502) 782-2663, Conference ID# 240522018#, Participant code 75309#.
