About this file
This is Addendum Eight to an Invitation to Bid (RFB-275-26) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in conjunction with the Kentucky Division of Water Energy and Environmental Cabinet for the Rehabilitation of Willisburg Lake Dam located in Washington County, Kentucky. The addendum addresses nine contractor questions and responses regarding project specifications, drawings, and construction methodology. Key clarifications include specifications for reinforcement details on Drawing C16, contact information for precast culvert manufacturers, approval for engineered crane pad construction on roadway shoulders, prohibition of horizontal pipe penetrations through the dam embankment, reinforcement specifications for lower chute walls, and flexibility in work hour scheduling subject to engineer approval. The last day for contractor questions was September 9, 2026, and the Engineer does not have specific dates for contract award or notice to proceed.
The addendum confirms that site restoration and landscaping requirements are limited to seeding with mulch, with no additional plantings required. Contractors proposing alternative construction methods or temporary works must submit engineered plans for engineer review and acceptance. All temporary works are subject to the constraint that they shall do no harm to the existing embankment dam, with limited exceptions for work conducted within the auxiliary spillway culvert area. The addendum was issued on September 10, 2026, by Susan Ward, Statewide Procurement Analyst II.

Susan Ward, Statewide Procurement Analyst II Division of Engineering and Contract Administration
ADDENDUM NO. Eight (8)
Date: September 10, 2026
RFB – 275-26
Item 2: Questions and answers listed below:
Question 1: What will be the last day for questions?
Response: The last day for questions was September 09, 2026.
Question 2: Sheet C16 details 2 & 3 seem to be missing some of the reinforcement size and spacing callouts> Can these be provided?
Response: Refer to the figures below. The Contractor questions are shown in red text with Engineer responses shown in blue text for Details 2 and 3 shown on Drawing C16.
Question 3: In regard to Addendum 7 Question 35. We are having the same issue. Would the EOR please provide contact info for BOTH suppliers referenced in the response?
Response: The precast manufacturer contacted during the design phase for the precast culverts is provided below for reference only. The proposed precast culverts or alternate solutions shall conform to the drawings and be submitted for Engineer review and acceptance through the submittal process.
Oldcastle Infrastructure Kevin P. Wadley, PE Regional Engineering Manager 5900 E Division St Lebanon, TN 37090

(o) 615-453-6111 Kevin.Wadley@oldcastle.com
Question 4: A crane will be required for placement of many of the precast items. The outriggers will be too large for the proposed road closure width, on either side. Will it be acceptable to build up crane pads as needed on either side of the roadway?
mailto:Kevin.Wadley@oldcastle.com
Response: We understand that you are proposing to set crane pads on the shoulder of the road, or perhaps on the slope just off the dam crest. In general, yes this is an acceptable approach. The
Contractor will be required to submit engineered plans demonstrating the additional load and crane pads are adequately sized to avoid damage (settlement, deformations, and slope instability, etc.) for engineer review and acceptance. Excavations in the embankment dam, beyond those required to construct the auxiliary spillway and filter berm layers, are prohibited. Temporary works shall do no harm to the existing embankment dam.
Question 5: Would it be acceptable for a jack and bore installation of two 30" pipes at either end (more preferably the eastern side) in order to place water lines through for water diversion/control?
Response: We understand that you are proposing to jack/bore pipes through the dam. No, this is not acceptable. A horizontal penetration through the embankment dam will not be permitted as it could contribute to the development of a preferred seepage path through the dam. Temporary works, including water control and diversion along with temporary shoring and bracing, shall do no harm to the existing embankment dam.
The Engineer would consider one exception. Temporary works (such as those described in the question for water diversion) could be installed within the area of the auxiliary spillway culvert, near the crest of the embankment dam. Material could be disturbed in this area, which will be excavated later for the culvert installation.
Question 6: I do not see a detail for the lower chute walls, or how they connect to the stilling basin walls am I missing them?
Response: The reinforcement for the lower portion of the stepped chute at the chute blocks is shown on the plan view on Detail 1/E03 and the section view on 1/E04. For the purposes of bidding, prospective bidders shall assume the reinforcement in the lower 25 feet of the chute wall should match the reinforcement shown in the section view on 1/E04 from Auxiliary Baseline Station 10+96 to 11+21. For the upper 25 feet of the chute wall from Auxiliary Baseline Station 11+21 to 11+46, prospective bidders shall assume the same reinforcement configuration for the chute walls shown on Detail 3/C16.
Question 7: Does the EOR have anticipated dates for award, and notice to proceed?
Response: The EOR does not have specific dates for awarding the contract or notice to proceed.
Question 8: The general contract conditions state that work hours would be from 7am to 4pm, can these hours be changed to accommodate production, especially when the days are longer?
Response: Yes. In accordance with the General Conditions, Article 4.5.1 and Article 4 of the Special
Conditions, the Contractor may propose a different work hour schedule for Engineer review and acceptance provided the requirements outlined in Article 4 of the Special Conditions are met.
Question 9: Item 53 in the list is Site restoration and Landscaping. Are there any requirements for actual landscaping or plantings beyond the requirement for seeding with mulch for restoration?
Response: No.
