About this opportunity
The Commonwealth of Kentucky, Division of Water, is requesting bids on the Willisburg Lake Dam Rehabilitation Project (RFB-275-26, Solicitation No. RFB 785 2600000643) in Washington County, with bids due electronically August 31, 2026 at 1:30 p.m. Eastern Time and a mandatory site visit on June 18, 2026 at 10:00 a.m. at Willisburg Marina, 11528 KY-555, Willisburg, Kentucky.
The scope encompasses comprehensive dam rehabilitation including construction of a reinforced concrete auxiliary spillway with two 8-foot by 16-foot precast concrete culverts, a reinforced concrete stepped chute discharging into a stilling basin, a reinforced concrete floodwall with concrete cutoff along the upstream dam crest, rockfill placement and stability berms on upstream and downstream slopes, installation of a new low-level drawdown valve, remediation of concrete cracking and seepage in the principal spillway culvert, abandonment of the City of Springfield's existing raw water intake, and installation of new raw water intake lines. The project also requires site preparation, erosion and sedimentation control, selective demolition, earthwork, temporary shoring, traffic control, storm drainage, site restoration, and a contractor-designed water diversion plan as part of base-bid work. Contractors must demonstrate experience with similar dam rehabilitation projects and maintain appropriate bonding and liability insurance.
Pricing shall be submitted on a lump-sum basis with line-item breakdowns for major work categories. The contract will be awarded to the lowest responsive and responsible bidder. Prevailing wage requirements applicable to Kentucky public works projects apply. The project is funded through Kentucky state appropriations and may include federal grant funding contingent on environmental and safety compliance certifications.
Bids must be submitted exclusively through the Commonwealth's eProcurement system; paper submissions are not accepted. Bidders must register in Vendor Self Service (VSS) at https://vss.ky.gov at least 24 to 48 hours prior to submission. The Official Bid Document and any Bid Bond must be combined into a single PDF attachment. Project plans and specifications are available at no charge through https://www.stateofkyplanroom.com. Addendum Two was posted June 16, 2026. Key contacts are Robert Hatton (Stantec Consulting Services), Glen Alexander (Division of Water), and Susan Ward, Purchasing Agent, Division of Engineering and Contract Administration.
