About this opportunity
The Consolidated Government of Columbus, Georgia, through its Department of Transportation/METRA Transit System, is soliciting bids for tire leasing services under RFB 26-0034. This Request for Bids seeks an on-demand tire leasing provider to support a fleet of 48 transit vehicles, including Gillig buses, Ford Champion Challengers, New Flyer buses, a New England Frontrunner, an Arboc Chevy Spirit of Freedom, and an Optima streetcar trolley. The required tire sizes include 275/70R22.5, 255/70R22.5, 305/70R22.5, LT225/75R16, and 245/70R19.5, with pricing quoted on a per-tire-mile basis for six tires per vehicle against a projected annual fleet mileage of 2,000,000 miles. All tires must be new and meet federal and state regulations, with pricing inclusive of all freight, shipping, and delivery charges and no additional fees permitted. The contractor will be responsible for scrap tire disposal at no cost to METRA and must provide monthly management information system reports analyzing mileage for each bus, while METRA will handle all wheel changes, mounting, demounting, and tire maintenance and maintain mileage records for billing purposes. The contract term is three years with no renewal options, with bids due on April 14, 2026 at 2:30 PM Eastern Time, followed by a virtual bid opening during the 3:00 PM hour via Microsoft Teams. Award will be made to the lowest responsive and responsible bidder.
The solicitation is subject to federal FTA requirements, including Buy America compliance, prevailing wage standards where applicable, nondiscrimination and civil rights provisions, and Disadvantaged Business Enterprise (DBE) participation requirements. All bidders must comply with applicable environmental and labor laws. At contract termination, METRA reserves the right to exercise a run-out option to continue using the contractor's tires for up to 36 months, paying only for remaining mileage at the rate in effect at contract expiration. No specific incumbent vendor information or budget range has been disclosed in the solicitation documents. Interested vendors should access the complete specifications and detailed requirements through the Consolidated Government of Columbus's bid opportunities portal at https://ccg.azurewebsites.us/finance/bid-opportunities to ensure full compliance with all technical and regulatory requirements.
