About this opportunity

The Commonwealth of Kentucky, Division of Abandoned Mine Lands, is issuing Request for Bids (RFB-237-26), a re-advertisement of RFB-176-26, for general construction services to address significant water drainage and erosion control issues in Pike County. The project is located at 1664 Frozen Creek, Raccoon, Kentucky 41557 and encompasses an 8.6-acre site with 4 acres of expected disturbance, plus a 2.2-acre offsite waste area with 1 acre of expected disturbance. The scope of work includes installation of approximately 600 linear feet of ditchline along a gravel driveway, drainage controls on a mine bench and at house level, removal of saturated material from a closed portal area, installation of a rock toe buttress to stabilize an adjacent hill, construction of a small concrete block wall to stabilize a slide and manage drainage, and related site preparation, revegetation, roadway repairs, and erosion control activities comprising 44 distinct line items. All work must be completed within 180 calendar days from the effective date of contract award. Bids must be submitted exclusively through the Commonwealth's eProcurement system by April 22, 2026, at 9:30 a.m. Eastern Time, with a mandatory site visit meeting scheduled for April 7, 2026, at 10:30 a.m. Eastern Time. All bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission, allowing 24 to 48 hours for registration completion, and plan specifications and drawings are available at no charge through https://www.stateofkyplanroom.com. A public bid reading will occur via conference call on the bid opening date at 11:00 a.m. Eastern Time, and procurement inquiries should be directed to Susan Ward at 502-226-0335 or Susan.Ward@ky.gov.

All contractors and subcontractors must comply with Davis-Bacon Scale Wages as determined by the Department of Labor, and bidders are required to submit the AML Contractor/Subcontractor Information Form with their bids under penalty of declaring the submission non-responsive. The Commonwealth of Kentucky, through the Abandoned Mine Lands program, assumes responsibility for obtaining KYTC Encroachment Permits, Kentucky Division of Water permits, and USACE permits, while contractors are responsible for all other required permits and associated fees. Bidders must use the Revised Bid Schedule dated 4/13/2026 and establish unit prices for each of the 44 line items, with allowable price limits (APL) specified for certain items to prevent classification as unbalanced bids; significantly low or high values may require written justification. The project is subject to comprehensive erosion and sediment control best management practices (BMPs) with a one-year warranty obligation for workmanship and materials, with the Division of Abandoned Mine Lands addressing defects not caused by the contractor or landowner for up to three years pending available funding. No specific award value or budget range is disclosed in the solicitation documents; the actual contract amount must be entered on the Official Bid Document submitted as an attachment to the eProcurement system rather than in the system itself.
