The scope includes constructing four new office spaces, installing an additional freezer unit with concrete pad, enlarging the kitchen with expanded counter space and larger sinks, installing epoxy flooring in food preparation areas, adding a secure roll-up door to the storage area, reconfiguring the grain room with multiple storage levels, relocating washer and dryer to a dedicated utility closet, addressing drainage and flooding issues, installing new concrete flatwork on the east side for forklift traffic, and repairing termite damage. The facility, originally constructed in the 1990s, must accommodate the zoo's expanded operations, which now houses over 1,400 animals.

Prevailing wage rates per federal Davis-Bacon standards apply to all workers. The contract runs for a maximum of 330 calendar days from Notice to Proceed with liquidated damages of $950 per calendar day for delays. Bidders must submit a lump-sum base bid plus two alternate bids (Alternate #1: Grain Room and Workroom; Alternate #2: Toilet Rooms) and include a 5% bid bond or certified check. Pricing excludes federal excise and state sales taxes.

Required insurance includes Workers' Compensation per Texas Labor Code Section 406.096, Commercial General Liability of $1 million per occurrence with $2 million aggregate, and Builder's Risk covering replacement cost. The contract is awarded to the lowest responsible bidder; City Council approval is required if the award amount exceeds $100,000. Questions are due September 17, 2026 at 5:00 p.m. CT.
