About this opportunity

The City of Waco, Texas is requesting bids for FM 1637 right-of-way mowing services under RFB 2026-029, with bids due August 7, 2026 at 2:00 p.m. Central Time and a pre-bid meeting on July 24, 2026 at 10:00 a.m. via Zoom.

The scope encompasses mowing, shredding, edging, weed eating, grass trimming, and blowing of grass at FM 1637 and acreage on Jonquil Street, performed Monday through Friday. Work is divided into two primary tasks: medians, roundabouts, and Prickly Pear street area on Jonquil (21 rotations per year) and undeveloped area shredding (5 rotations per year). The contract period is one year beginning from Notice to Proceed, with three optional renewal periods aligned to the City's fiscal year (October 1 through September 30). TxDOT qualifications are not required.

Bidders must submit pricing on the City's Official Bid Sheets indicating cost per mow and total annual cost for each service line item, excluding federal excise and state sales taxes. The contract will be awarded to the lowest responsible bidder unless the City determines best value factors warrant another selection. If the contract exceeds $100,000, City Council approval is required; otherwise, the City Manager or designee may execute the contract.

Contractors must comply with prevailing wage requirements as determined by the U.S. Department of Labor. Workers' compensation insurance is required for all employees. Commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate is required, with the City named as additional insured.

Questions are due July 31, 2026 at 5:00 p.m. Central Time. Bids may be submitted electronically through the City's Bonfire e-Procurement portal or by paper submission to the Purchasing Services Office. The final award decision is anticipated by September 1, 2026. Bids remain valid for 90 days following the submission deadline.
