About this opportunity

The City of Waco, Texas is requesting bids for mowing and grounds maintenance services in city rights-of-way under RFB 2026-027, with bids due August 4, 2026 at 2:00 p.m. Central Time. This is a public works contract subject to Texas prevailing wage rates — a material cost driver.

The scope covers mowing, shredding, edging, weed eating, grass trimming, weeding landscaped areas, and litter removal from designated high-speed and low-speed right-of-way parcels. Pricing is structured in three line items: general mowing and grounds maintenance at 20 rotations per year; weeding and spraying of Waco Drive islands at 20 rotations per year; and Old Lions Park requiring a third mowing per month from April through October (seven rotations total). Work is performed Monday through Friday only, unless approved by the City for weekend or holiday work. Prices are submitted less federal excise and state sales taxes.

The contract runs for one year from Notice to Proceed, aligned with the City's fiscal year (October 1 through September 30), with four optional renewal periods. Award goes to the lowest responsible bidder based on the base bid plus any selected alternatives. A bid bond is required. Insurance requirements include Workers' Compensation coverage, Commercial General Liability of $1 million per occurrence, and Business Automobile Liability of $1 million. If the selected bidder fails to execute within 10 days of acceptance, liquidated damages are forfeited. City Council approval is required if the contract amount exceeds $100,000.

A non-mandatory pre-bid meeting is scheduled for July 21, 2026 at 10:00 a.m. via Zoom. Questions are due July 28, 2026 at 5:00 p.m. Central Time. Bid opening occurs at 2:01 p.m. on August 4 via Zoom. The City expects to notify award recipients by September 1, 2026.
