About this opportunity

The Commonwealth of Kentucky, Department of Education, is issuing Request for Bid (RFB) No. RFB-189-26 for the construction of a freestanding public bathroom facility at the FFA Leadership Training Camp in Hardinsburg, Kentucky (Breckinridge County). The project requires the design and construction of a wood-framed building featuring four ADA-accessible bathrooms on a concrete slab with 8-inch concrete masonry unit (CMU) foundation walls. The facility will include epoxy flooring, vinyl hopper windows, prefinished metal board and batten siding, an asphalt-shingled hip roof with pre-engineered wood trusses, spray foam insulation, ceiling-mounted electric heating units, and roof-exit exhaust ventilation systems. Each bathroom will contain an ADA-compliant toilet and sink with grab bars and stainless steel accessories, with water supplied from the adjacent swimming pool and sanitary sewer connected to an existing manhole at the rear of the facility. Bidders must participate in a mandatory site visit scheduled for February 11, 2026, at 10:30 A.M. Central Time at 111 FFA Camp Road, Hardinsburg, Kentucky, and must submit electronic bids exclusively through the Commonwealth's eProcurement system by March 5, 2026, at 1:30 P.M. Eastern Time, with a public bid reading conducted via conference call at 3:00 P.M. Eastern Time. All bidders must register in the Vendor Self Service (VSS) System at https://vss.ky.gov prior to submission, allowing 24-48 hours for account activation, and must obtain plans and specifications at no charge from https://www.stateofkyplanroom.com.

The solicitation documents do not specify set-aside designations or restrictions limiting participation to particular enterprise categories, nor do they identify incumbent vendors or current contractors. Bidders should direct all procurement questions to Janis Wilhoite, Purchasing Agent, at (502) 401-6239 or janis.wilhoite@ky.gov. The project includes specific structural design criteria with an assumed soil bearing capacity of 1,500 PSF, lateral bearing pressure of 200 PSF, concrete compressive strength of 3,500 PSI, roof live loads of 20 PSF, floor live loads of 100 PSF, design wind loads of 16 PSF (3-second gust velocity of 115 MPH), and ground snow loads of 15 PSF. The contract is not subject to federal wage scale requirements; however, the general contractor must complete a Department of Housing, Buildings and Construction (DHBC) required Affidavit of Assurances. The solicitation documents do not disclose an estimated contract value or budget range; bidders must enter $0.00 for the contract amount in the eProcurement system, with the actual contract amount submitted in the Official Bid Document attachment.
