About this opportunity

This is a Request for Bid (RFB-176-26 23117AMLBAML) issued by the Commonwealth of Kentucky, Division of Abandoned Mine Lands, for general construction services in Pike County to address abandoned mine land reclamation and acid mine drainage abatement. The primary objective is to control significant water drainage issues from a mine bench that are causing slides, mold, and drainage problems at the Scott Hopkins residence and surrounding properties. The scope of work encompasses approximately 42 line items including mobilization, utility relocation, installation of approximately 600 linear feet of ditchline along a gravel driveway and to an old closed portal, construction of drainage controls at both the bench and house level, removal of saturated material with installation of a rock toe buttress to stabilize an adjacent hillside, construction of a small block wall behind one residence to stabilize sliding and manage drainage, portal closures, revegetation, and road repairs across 8.6 acres with 4 acres of expected disturbance at the primary site and 2.2 acres with 1 acre of expected disturbance at an offsite waste area. The bid schedule establishes unit prices with Allowable Price Limits for most line items, with several items priced as lump sum, and all work must be completed within 180 calendar days from the effective date of contract award. Bidders must submit the AML Contractor/Subcontractor Information Form with their bid or face non-responsive status, and Davis Bacon scale wages are required for all contractor and subcontractor employees. A mandatory site visit meeting is scheduled for February 19, 2026, at 10:30 A.M. Eastern Time at 1664 Frozen Creek, Raccoon, Kentucky, with Michael Kearney from the Division of Abandoned Mine Lands, and bids are due on February 26, 2026, at 9:30 A.M. Eastern Time through the Commonwealth's eProcurement system, with a public bid reading via conference call at 11:00 A.M. Eastern Time on the bid opening date.

All bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission, allowing 24 to 48 hours for registration completion, and all bid submissions must be made exclusively through the Commonwealth's eProcurement system as a single combined PDF attachment containing the Official Bid Document and any required Bid Bond, with $0.00 entered in the system but the actual contract amount documented in the Official Bid Document attachment. All plans, specifications, and bid documents are available at no charge through https://www.stateofkyplanroom.com, and contractors not registered as planholders will not receive addenda. The Division of Abandoned Mine Lands (DAML) is responsible for obtaining KYTC Encroachment Permits, Kentucky Department of Wildlife Water Permits, and U.S. Army Corps of Engineers permits, while contractors bear responsibility for all other permits and fees necessary to begin the project. The project includes comprehensive erosion prevention and sediment control Best Management Practices with specific provisions for site access, clearing and grubbing, stream crossings, mine water testing and treatment, and post-construction maintenance for up to three years pending available funding. Property owners may require contractors to add them as additional insureds on general liability and automobile insurance policies, with any associated costs being incidental to mobilization. Project inquiries should be directed to Michael Kearney at (502) 682-2151 or michael.kearney@ky.gov, and purchasing questions to Susan Ward at (502) 226-0335 or Susan.Ward@ky.gov.
